Ask anybody on this coast to name the flood and they will say Sandy. Sandy produced 77 claims in this city. Hurricane Gloria, in September 1985, produced 398, and the calendar year 1985 holds 404 — the worst year in a record that runs from 1978 to 2024.

That is not a local curiosity, it is a statewide exception. Fifty-six New Jersey communities have 1,000 or more flood claims on FEMA's file. Sort each of them by year of loss and read off the worst one, and every single community except this city peaks in 1992 or later. Cape May is the only one of the fifty-six whose worst flood year is in the 1980s.

The two gauges in the city say something similar in their own language. Both of them had their record crests set on 23 January 2016, in a blizzard, and not by any hurricane. So the storms this city actually plans around are not the ones on the television, and that changes what a homeowner here should be watching and what a flood here typically costs. A flood record whose centre of gravity is forty years back

FEMA holds 1,269 National Flood Insurance Program claims for this city, of which 1,028 were closed with a payment — $9.6 million in all. Read the years and the shape is unmistakable: 404 claims in 1985, 269 in 1992, 209 in 1980 and 113 in 1984. Three of the four worst years on record are in the 1980s.

Read the event labels and the same thing appears from another angle. The largest single label on this file is not a storm at all: 571 rows carry FEMA's unnamed "Flooding" category, nearly half the file. Hurricane Gloria accounts for 398. Hurricane Sandy accounts for 77, and the December 1992 northeaster for 57. A city three miles from the end of the peninsula has more claims from weather nobody named than from every named storm in its record put together.

There is a real hydrological reason for that and it is worth stating plainly, because it is the useful half. This city sits between the Atlantic on one side and the Delaware Bay on the other, and the water that gets into buildings here is usually not a wave — it is tide, pushed up by an onshore wind and held there, coming in at the low points and going out again on the ebb. That mechanism does not need a hurricane. It needs an ordinary autumn or winter blow sitting on top of a high tide, which happens many times a year, and the claim file is what that looks like added up over forty-six years.

One caveat belongs with all of it. The claim file counts insured losses rather than buildings, so a house flooded in 1980, 1984, 1985 and 1992 sits on the file four times and an uninsured building sits on it not at all. What the file is good evidence for is the pattern of the water. It is not a census of what has been wet.

Two gauges, two seas, and one blizzard on top of both

The Weather Service runs two instruments here and they watch different water. CMAN4 is in the Delaware Bay; CAPN4 is in Cape May Harbor, round the point. The bay gauge calls 6.7 feet above mean lower low water minor flooding, 7.7 moderate and 8.7 major. The harbour gauge sits half a foot lower at every step: 6.2, 7.2 and 8.2. Neither publishes an action stage.

Both had their records set on one date in the middle of a January, and it was not a hurricane. On 23 January 2016 the bay gauge reached 8.98 feet and the harbour gauge 9.36 feet — the highest readings on a 57-entry crest list going back to 1972 and a 34-entry list going back to 2000 respectively. Sandy is second on both, at 8.89 and 8.67 feet. Behind Sandy on the bay gauge come 8.81 feet on 27 September 1985 — Gloria, the storm that wrote this city's worst year — and 8.67 feet on 25 October 1980. The bay gauge's list, at 57 crests, is among the longest published anywhere in New Jersey, tied with the Rockaway River gauge at Boonton and behind only the Atlantic City ocean front, Sandy Hook and Sea Bright.

The statements the two gauges publish are more useful than the records, and they overlap in a way worth knowing about. The harbour gauge publishes this at 7 feet: "Flooding begins on the access roads to the Ocean Drive bridge between Wildwood Crest and Cape May (Cape May County Route 621). Flooding begins along Beach Avenue, New Jersey Avenue and Wilmington Avenue in Cape May. Flooding begins around the Elmira Street bridge in Cape May. Flooding begins near Myrtle Avenue in West Cape May." The bay gauge publishes those same four sentences, word for word, at 7.5 feet. Same roads, same order, half a foot apart, because the two instruments are measuring different water.

Lower down, each has something the other does not. The bay gauge at 7.3 feet: "Flooding begins along Schellengers Landing Road and along Wilson Drive in Lower Township around NJ Route 109. Flooding begins along Washington Street, Yacht Avenue and Texas Avenue in Cape May." The harbour gauge carries that same pair at 6.8 feet and adds Park Boulevard in Wildwood Crest. And the bay gauge alone publishes the one statement about the western shore, at 6.9 feet: "Flooding begins along the Delaware Bay shoreline from Reeds Beach to North Cape May."

Above those readings both gauges switch to the Weather Service's standard coastal text, which is the same on every tide gauge along this shore with the town names changed. The sentences that teach you anything are the low ones.

The smallest payments of any big claim file in New Jersey, and not one building raised

Divide this city's $9.6 million by its 1,269 claims and the average is $7,585. Of the 56 New Jersey communities with 1,000 or more claims, that is the lowest average payment of the lot — the next community up is not close, and the state's largest file, Toms River, averages more than eight times as much.

A low average is not good news and it is not bad news. It is a description of a particular kind of flooding: shallow, frequent, at ground level, in buildings that mostly have nothing below grade to lose. The claim file backs that up. Of the 302 rows that record what is under the building, only 75 are a finished basement and 15 record nothing below grade; the rest are unfinished basements, enclosures and six subgrade crawlspaces, and the field is left blank on the other 967 rows. There is no deep finished cellar here to fill up, which is why a flood that would cost a fortune in a Somerset County split-level costs comparatively little in a Cape May cottage — and also why the same cottage appears on the file again and again.

The second number in that paragraph is a zero. There is no Cape May property anywhere in FEMA's record of the buildings it has helped buy out, raise or floodproof. Not a small number: none. The whole file carries $30,000 of increased cost of compliance, the payment that only appears when a building has been declared substantially damaged, against $7.53 million for Brigantine up the coast.

That combination is the honest picture of this city's flood problem, and it is unusual. The water comes often and it does not come deep. Nothing structural has been removed from its path by the federal mitigation programme. And the city's floodplain administration nonetheless holds a Community Rating System class of 5, worth a 25 percent discount on flood policies inside the mapped high-risk zone, with a flood map redrawn as recently as 5 October 2017. Good paperwork, frequent shallow water, and a building stock that simply absorbs it.

How the exception was tested. Every New Jersey row of FEMA's claims file was grouped by rated community number rather than by name, giving 654 numbered communities, and the 56 with 1,000 or more claims were then sorted by their own worst year of loss. Fifty-five of the 56 peak in 1992 or later; this city peaks in 1985. The cause field allows more than one code on a claim, so its counts are read one at a time and never added into a whole: 868 rows here name tidal water overflowing, 296 rainfall or snowmelt piling up and 57 a stream, river or lake. Two impact statements elsewhere in the New Jersey gauge network contain the words "Cape May" and both mean a county road number, in Ocean City and in Sea Isle City; neither is counted here.

Working in a building older than the flood programme

More than a quarter of the housing here was built in 1939 or earlier and more than two-thirds before 1980, which puts almost everything in this city on the wrong side of both the federal lead-paint line and the years when asbestos was still routinely laid into flooring, mastic and pipe insulation. Those obligations are identical in every New Jersey municipality and are set out in full on the hub. What is particular to Cape May is how often they apply and how much is at stake in the removal, because in a building of this age the material that gets cut out is frequently original.

That sets up the decision that dominates the work here. In a modern house the question at the base of a wet wall is where to cut. In a nineteenth-century one it is whether to cut at all, and the answer depends on what the material is. Old-growth softwood framing, lath and lime plaster, and heart-pine flooring behave very differently in water from gypsum board and engineered timber: they absorb a great deal, they release it slowly, and they tolerate having been wet far better than modern materials do — provided they are actually dried rather than sealed up damp. The failure mode is not swelling, it is rot arriving quietly a year later in a cavity nobody opened.

So the sequence in an old Cape May building is slower and more instrument-led than it is elsewhere. Get the water out, get out whatever is genuinely unsalvageable, then open enough of the assembly to move air through it and take readings in the same places on the same schedule until they stop moving. A plaster wall that reads dry at the surface after two days can still be holding water in the lath behind it, and the only honest way to know is a meter and a second visit rather than a hand and an opinion.

Two more local facts shape the job. Roughly one claim in six here is on a non-residential building — the shops, the guest houses and the restaurants along the front and the walking streets — where the ground floor is the business and the drying happens around trade or instead of it. And the water is usually tidal rather than clean, which means the category of the water gets settled by inspecting the water and the building, not by reading a forecast, and that determination decides what leaves in a skip rather than being dried in place.
