Water Damage Restoration in North Plainfield, NJ

Take FEMA's flood claim file for this borough — 667 claims, dates of loss from 1978 to 2025 — and sort it by event. At the top is not Hurricane Ida, which produced 110 claims. Not Hurricane Floyd, which produced 102. Not Hurricane Irene, on 101. At the top, with 113, is a storm most people outside this county have already forgotten: the July 2025 flooding across the New York metropolitan area.
That makes this borough unusual in a way worth being precise about. Forty-seven New Jersey communities carry claims from that storm and 649 such claims exist statewide. Neighbouring Plainfield has more of them than anybody, 184. But of all 654 rated communities in New Jersey, this is the only one where that storm is the largest single event on its own record. Last year's flood is the biggest flood this borough has on file.
And the instrument in the borough has nothing to say about it. Stony Brook at North Plainfield is switched on, it publishes an action stage and a minor flood stage and no other category at all, it has never published an impact statement, and its crest list ends in September 2021. Four floods, and the gaps between them are closing
Set this borough's four largest events out in date order and something becomes visible that no single one of them shows. Hurricane Floyd, September 1999: 102 claims. Hurricane Irene, August 2011: 101. Hurricane Ida, September 2021: 110. The July 2025 flooding: 113. Four events, each producing roughly the same number of claims, and the intervals between them are twelve years, ten years, then four.
Read the years the same way and the pattern holds. The worst year on this borough's record is 2021, with 117 claims. The second worst is 2025, with 115. Then 1999 with 109 and 2011 with 105. Two of the four worst years in a forty-seven-year record have happened in the last five.
Four data points are not a trend and this page is not going to pretend otherwise. What four data points do support is a much more modest and more useful statement: a building in this borough that took water in 2021 is a building that had a reasonable chance of taking water again in 2025, and it did not have to wait a decade to find out. That is a fact about the same building, not about the climate, and it changes one decision.
The decision is what goes back into the room. There is a version of flood repair that reinstates exactly what was there and waits, and a version that uses the opportunity of an open wall to change what sits low down — where absorbent material starts, what the below-grade openings are made of, whether the boiler and the water heater can go up on a platform or move upstairs, and whether the finished part of the cellar needs to be finished at all. The first costs less now. On a four-year interval, the second costs less over the life of the building, and it is a conversation worth having while the wall is open rather than afterwards.

A gauge that stops at minor
There is a Weather Service gauge in this borough. It is called STBN4, it is US Geological Survey station 01403570 on Stony Brook, and it is switched on. What it publishes is thinner than almost anything else in the state.
A gauge normally carries four flood categories — an action stage, then minor, moderate and major — so that a forecast reading can be placed on a scale. This one carries two. Action is set at 6 feet and minor flooding at 7 feet. Moderate is undefined. Major is undefined. There is no published category above 7 feet at all.
That matters because of what is in the crest list. The gauge's record is 10.65 feet, on 2 August 1973, with 10.0 feet on 23 July 1938 behind it. The highest water this instrument has ever measured is three and a half feet above the highest category it defines, and nothing in the published record says what that height does. Behind those two sit 8.85 feet on 2 September 2021 — Ida — and 8.36 feet twice, on 16 September 1999 and 28 August 2011. Eight crests in all, and none recorded after September 2021, which means the borough's largest flood event, in July 2025, is not in the crest list either.
The gauge has also never published an impact statement: not one sentence naming a road or a building at any reading. Nor is this borough named in any other gauge's impact text anywhere in New Jersey — every statement on all 221 gauges in the cached set was searched on 17 September 2026 and there is no hit.
So there is no number here to learn, and the honest thing is to say so rather than to dress up a category label as guidance. What exists instead is your own building's record — where the water came in last time, how deep, how long it stayed — and the borough's claim file, which says that when it happens here it happens to about a hundred insured buildings at once.
Nine houses raised, seven of them over a basement
FEMA's mitigated-properties file holds nine properties for this borough. All nine are elevations, all nine are single-family houses, all nine are under the Hazard Mitigation Grant Program, and all nine carry the same program year: 2020. Seven of the nine sat on a basement and two on a slab.
Nine, against 667 claims. That is the whole of the structural answer here, and the detail that seven were basement houses is the interesting part rather than a footnote. Raising a house that has a full basement under it is a different and more awkward job than raising a house on piles at the shore — the basement is usually abandoned or filled, the services all have to be re-run, and the result changes the street frontage. Doing it nine times, in one grant round, is a deliberate act on a small number of specific buildings, and it is not a thing an individual owner applies for.
That is the context every other building here sits in. The floodplain work has been done on nine of them. How the July 2025 finding was tested. Every New Jersey row of FEMA's claims file was grouped by rated community number rather than by name, giving 654 numbered communities, and each community's event labels were counted so that its largest could be read off. The label "2025 July NYC Metro Area Flooding" appears on 649 rows across 47 communities, and it is the top label for exactly one of them. Plainfield carries 184 of those rows and Middlesex borough 52, but neither community's own file is topped by that storm. The cause field carries more than one code on some claims, so its counts are each read on their own and are never added together. And a claim is an insured loss rather than a property, so a house flooded in 1999, 2011, 2021 and 2025 sits on this file four times while an uninsured house sits on it not at all.
An old house, a finished cellar, and the part you cannot see
Almost nine in ten housing units in this borough were built before 1980 and better than one in four in 1939 or earlier, against 62.8 percent and 17.4 percent for New Jersey as a whole. This is one of the older building stocks in the county, and 511 of the 527 claims here that record what is under the building are on a basement or an enclosure. One hundred and seventy-four of those basements are finished.
The finished ones are where the money and the mistakes are. What people picture is a wet carpet and a ruined sofa; what actually decides the job is the part of the wall you cannot see. Water wicks up behind the base trim into the bottom edge of the drywall, then into the stud cavity, and the insulation in that cavity holds it against the framing. The surface of the wall dries in a day or two and reads dry to the hand. The cavity does not, and a dehumidifier standing in the middle of the room does nothing for a closed one.
So the decision that matters is where to cut: how far up the wall the material comes off so that what remains can actually be dried and verified. That gets made with a meter and the trim already pulled, and it is a decision worth watching being made, because a scope written from the stairs will almost always under-call it. The failure mode when it is under-called is not immediate. It shows up months later, in the smell, in the paint, and in the bottom of a stud bay that never dried.
The unfinished ones need the opposite kind of patience. A masonry wall and an old floor slab absorb a large volume of water and release it back into the air of the space over weeks, and they look identical wet and dry once the surface has had a day. There is nothing to tear out and therefore nothing that looks like progress, which is exactly the situation in which drying gets called finished too early. Readings in the same places at the same times until they stop moving is the only honest test.
Two things are particular to brook water rather than tide. It has run across ground before it reached the building, so the category of it is settled by inspecting the water and the materials rather than by reading a forecast, and that determination decides what leaves in a skip. And it leaves silt behind, which makes cleaning a real stage of the work with hours in it rather than a tidy-up at the end. There is a gauge and it will not answer that question, which is worth knowing rather than finding out during a storm. Station 01403570, which the Weather Service calls STBN4, sits in this borough on Stony Brook and is switched on. It publishes an action stage of 6 feet and minor flooding at 7 feet, and it defines no moderate stage and no major stage at all — so above 7 feet there is no published category for anything, including its own record of 10.65 feet from August 1973.
