Water Damage Restoration in Paterson, NJ
Read every official sentence about flooding in this city and you get a road-closure list. The buildings behind those roads are a different problem, and it is the one we are called for.
There are eleven published sentences describing what a river reading does to this city. Between them they name twenty-eight streets, four bridges by name, three state routes and one park. They contain exactly one clause about water getting into a building: "Commercial properties near Route 21 in Paterson are flooded." One clause, in the entire official record, for a city of 52,519 housing units.
That is not an accusation, and it is not a gap anybody was careless about. The Weather Service writes impact statements so that emergency managers know which roads to close, and on that job the text does exactly what it was built to do. But if you own a house or a building here, the document that exists to tell you what a river reading means is looking past you at the traffic — and the claim file is very clear that the buildings are getting wet. 1,062 of the 1,072 Paterson claims that record a basement code are on something below grade.
The claim file itself is substantial and worth stating plainly. 1,344 National Flood Insurance Program claims, dates of loss from 1978 to 2026, $41.8 million paid — fourth-largest of the sixteen Passaic County communities that have a file at all, and forty-fourth of the 654 rated communities in New Jersey. A third of it, 456 claims, is one year: 2011. What follows is what that record and those sentences mean for a building on these blocks. What the official sentences actually say, in the order the water arrives
This city has no river gauge of its own — checked against all 221 gauges in the cached New Jersey-area set — so every sentence below is published by an instrument somewhere else: the Passaic River gauge downstream at Dundee Dam on the Clifton bank, and the Passaic River gauge upstream at Little Falls. Start at the bottom of the Little Falls ladder, because the first Paterson sentence in the whole record arrives before any flood category does. At 5.5 feet: "The lower end of East-Holsman Street in Paterson, closest to the river, begins to flood."
That gauge keeps 48 crests going back to October 1903, and every one of the 48 is at or above 5.5 feet. So the earliest published warning about this city describes a reading the river reaches on every occasion anybody has logged. Read it as the baseline rather than as an alarm: if your building is on the low end of East-Holsman Street, the published record says it is at the front of the queue every time.
Climb the ladder and the sentences stay on the road. At 11 feet: "The West Broadway Bridge in Paterson is subject to closures." At 11.5 feet: "Tyler Street, Shady Street, Arch Street, Lowe Street, Wood Street, and Bleeker Street in Paterson are closed due to flooding." Those are quoted exactly as the Weather Service publishes them. Between and around them sit three more statements — at 9, 9.5 and 10.5 feet — which between them name another twenty Paterson streets and three more bridges, and which are quoted on the Little Falls, Lincoln Park and Hawthorne pages rather than repeated here.
The eleven-foot and eleven-and-a-half-foot readings are not everyday events on that gauge: seven of the 48 crests reach 11 feet and six reach 11.5. The highest was 17.5 feet in 1903 and the highest since was 14.19 feet on 30 August 2011 — which is the same year that produced a third of this city's claims.
Two limits belong with every one of those sentences, and they matter more here than on any other page in this line because this page prints more street names than any other. A statement about a street is not a statement about an address: the distance from that street to your foundation, and the elevation between them, is not in the data, and FEMA's Map Service Center is where an address question gets answered. And a street that appears in none of the eleven has not been declared dry — these statements are written from what somebody reported at a given reading, so a street nobody reported is simply a street nobody reported.
The one sentence that mentions a building, and why it is the industrial one
The single exception to the road-closure pattern is on the downstream gauge, at the top of its published ladder. At 9 feet: "Flooding extends to Market Street in Paterson. Outwater Lane in Garfield is flooded near River Drive. Commercial properties near Route 21 in Paterson are flooded. Portions of Route 20 and 46, near the Garden State Parkway, are flooded. Industrial area between Route 46 and 80 in Elmwood Park is submerged with several feet of water."
That is the only clause in the entire published record that describes water entering a Paterson building, and it is about commercial property on the Route 21 corridor — the low industrial ground on the southern edge of the city where the Passaic turns toward Dundee Dam. It is also the top rung of that gauge's ladder: the Weather Service's own crest list for the station holds eleven entries and the highest of them is 8.4 feet, so the reading this sentence describes is above every crest in that list.
Put those two observations side by side and the shape of the problem is clear. The one official sentence about a Paterson building describes a commercial corridor at a reading that gauge has not recorded — while the claim file records 476 claims on residential buildings of two or more units, 35.4 percent of everything on the file, mostly two-to-four-unit houses. The buildings that actually flood here are not the ones the record describes.
That distinction has a practical edge, because it changes who has to decide. A two-to-four-unit house with water in the basement is a building with more than one household in it, and usually with one person holding the lease on the utilities, another holding the mortgage, and a third storing things down there. The person who calls about the water is very often not the person whose belongings are in it. Sorting out what is being dried, what is being thrown away and who is being told about it is part of the job on this housing stock in a way it simply is not on a detached single-family house, and it is worth settling in the first hour rather than the third day.
Old buildings, below-grade space, and what the tear-out has to deal with first
76.7 percent of Paterson's 52,519 housing units were built before 1980 and 17,158 of them — 32.7 percent — date from 1939 or earlier. Put that beside the basement figures and the flood job here has a predictable first obstacle: the water is in below-grade space, in a building old enough that what comes out of the wall is a regulated question before it is a carpentry question.
Lead paint rules attach to housing built before 1978. Flooring installed up to 1980 is presumed to contain asbestos until somebody establishes otherwise, and asbestos removal in this state is licensed work that is not on our list. Which federal and state rules apply, and exactly where the emergency exception stops, is identical in every New Jersey municipality and is set out in full on the hub. What is specific to this city is the probability: on these figures, most of the buildings we would be called to here are old enough for both questions to be live, and a great many of them have a finished or unfinished basement that has taken water more than once.
The rest of the work follows from the building rather than from the flood. On a masonry rowhouse or a wood-frame three-decker the below-grade walls are usually the original material, the mechanical equipment is on the basement floor because that is where it has always been, and the stair is the only route in and out of the wet volume. The questions worth asking once, with the wall open, are how high the finish has to start before it stops being the thing that gets destroyed; whether the wall below that line wants a material that tolerates being wet and dried; and whether the heating plant, the water heater and the panel can be raised above the height the water has actually reached. None has a universal answer and all of them are cheaper answered once than three times.
One last thing about the record, since it is unusually clean on this point. FEMA's mitigation file holds 45 Paterson properties — 33 bought and demolished, 12 acquisitions of vacant land — and every single row is dated to program year 2011. One grant cycle, after one flood, and nothing before or since. That is the whole public intervention in this city's floodplain, which is worth knowing when you are deciding how much of the next flood is going to be your own decision. Two counting notes and one exclusion. The claim file records insured LOSSES rather than buildings, so a house flooded in 1999, 2007, 2010 and 2011 appears four times and a building with no flood policy never appears at all — which is why 1,344 is not a count of how many Paterson buildings have taken water. Occupancy codes come in two vintages because FEMA renumbered them for Risk Rating 2.0, so single-family is codes 1 and 11 added together, multi-unit residential is 2, 3, 12, 13 and 15, and non-residential is 4, 6, 18 and 19; the three groups sum to 1,344 exactly. The excluded twelfth statement names the Paterson Hamburg Turnpike, which is a road in Pompton Lakes twelve miles from this city, and counting it would have inflated the census.
Common questions
The Little Falls gauge is rising and my street is not in any of the published statements. Does that mean I am fine?
No, and this is the single most important thing to understand about that text. The Weather Service writes impact statements from what somebody has actually reported at a given reading over the years — so a street that appears in them is a street somebody called in, and a street that does not appear is a street nobody happened to report. Eleven statements name twenty-eight Paterson streets. This city has hundreds. The absence of yours is not evidence about your building; your own building's history is the better record, and if it has taken water before, the useful question is at what reading, not whether the list mentions you. The one reading worth knowing regardless is 5.5 feet, which is where the lowest published Paterson sentence starts — every crest in that gauge's 48-entry record going back to 1903 has been at or above it.
