More federal flood money has been paid out here than in nineteen of New Jersey's twenty-one counties. We take the water out, dry the structure, remediate the mold and put the building back.

Toms River holds the largest flood-claim file of any community in New Jersey. Not the most claims — Ocean City has 63 more — but far and away the most money: $611.0 million paid across 9,466 National Flood Insurance Program claims, of which 8,430 were closed with a payment. Second place statewide is Brick, at $283.1 million. Put the township beside the counties and the scale is easier to feel: this one municipality has been paid more than the entire NFIP total of nineteen of New Jersey's twenty-one counties, and it accounts for 23.4 percent of Ocean County's own.

Three quarters of that file is one night. Hurricane Sandy accounts for 7,068 of the 9,466 claims, and 2012 alone for 7,152. The barrier-island story of that storm — the rebuilds, the elevations, the zone lines — is on our Toms River windows and glass page and is not repeated here.

What that story hides is the other quarter. Strip Sandy out and 2,398 claims remain, spread across nearly fifty years, and the biggest single thing in them is not the ocean at all.

A third of this township's flood claims were rain

FEMA's adjusters record a cause code on each claim from a published list. In Toms River, 4,625 name tidal water overflow — that is Sandy and the nor'easters, and it is what everybody expects. But 3,576 name the accumulation of rainfall or snowmelt: water that fell here, could not drain, and got into the building on its own. Another 492 name a stream, river or lake leaving its banks.

Rain does not respect the zone map. It gets in through a window well, a garage slab, a crawlspace vent, a failed sump or a sanitary line running full, and it does it in neighbourhoods a long way from any bay. On this evidence that mechanism has produced roughly a third of the township's flood claims, and it will keep producing them on nights when nothing is named and nothing is on the news.

The township's own freshwater river is gauged, and its published record is a lesson in how little is written down about inland flooding here. The Weather Service sets the Toms River gauge's action stage at 11 feet, minor flooding at 12, moderate at 13 and major at 14, and it publishes exactly three impact statements. At 12 feet: "Peaceful Way, Serene Way, Calm Way, and Mantle Way in the Homestead Mobile Home Park in Toms River begin to flood." At 13: "Homes begin to take on water in the Homestead Mobile Home Park in Toms River. Hickory Road, River Road, and Maple Roads in Manchester flood." At 14: "Evacuations needed in the Homestead Mobile Home Park in Toms River."

Three statements, and every one of them is about the same mobile-home park. The crest list is nine entries long, and its record is 13.62 feet on 29 August 2011 — Hurricane Irene, which produced 416 claims in this township. For comparison, the Weather Service and the USGS between them hold 97 annual peaks for that gauge and nine published crests. This is a well-measured coast with a thinly documented interior, and the interior is where a third of the claims come from.

How the statewide ranks were tested. Every New Jersey row of FEMA's claims file was pulled to exhaustion — 202,340 of them — and grouped by rated community number rather than by name, because community names repeat and near-repeat across the state. That gives 654 numbered communities, and Toms River is first among them for dollars paid and for increased cost of compliance, and second for the number of claims. Cause codes are counted individually and not as a partition: FEMA's own dictionary allows more than one code on a single claim, so the cause rows do not add to the total and are not meant to.

Most of this township has no basement, and that changes the whole job

Of the 3,018 Toms River claims that record what is under the building, only 134 are on a finished basement. A hundred and thirty-four, out of a file of 9,466. The largest single group — 1,117 — is subgrade crawlspaces, with 900 more recording nothing below grade at all and 867 an unfinished basement or enclosure. The field is left blank on the other 6,448 rows.

That is a completely different building stock from a river town up north, and it means the water goes somewhere different. In a basement town the flooded space is a room: you can stand in it, see the tide line on the wall and watch the extractor work. Here the flooded space is frequently a two-foot void under the floor that nobody has been into since the house was built, full of ductwork, insulation batts and a vapour barrier, reached through a hatch in a closet.

Everything that makes drying difficult is in that void. It has almost no air movement of its own, so it stays wet for weeks after the visible parts of the house look fine. Wet fibreglass batts between the joists hold water against the underside of the subfloor and fall out of their hangers. The vapour barrier on the ground, which exists to keep soil moisture out, works just as well at keeping standing water in. And the first sign anybody notices is usually a smell in the rooms above, which means it has been wet for a while.

So the sequence here is the reverse of the northern one. You do not start at the tide line and work down. You open the crawlspace first, get the wet insulation and the trapped water out from under the floor, and only then decide what the finished rooms need — because a crawlspace left wet will keep re-wetting the floor above it no matter how well the visible part of the house was dried.

Two hundred and fourteen raised, and none bought

FEMA's hazard-mitigation record for this township shows 214 buildings elevated, three floodproofed, and not one acquisition. That is the opposite of what the inland flood towns did, and it follows from the arithmetic: raising a house here keeps a very valuable lot in use, and buying out a waterfront township is not a policy anybody was going to fund.

The $49.1 million of increased-cost-of-compliance money in this file is the other half of that. Increased cost of compliance is the part of a flood policy that pays toward bringing a substantially damaged building into line with current floodplain rules, most often by lifting it; no community in New Jersey has drawn more of it than this one, and second place is not close. Read together, those two figures describe a township that answered its flood problem by changing buildings one at a time — thousands of them.

A raised house is a different drying problem from the one underneath it. The living space is above the design flood elevation, so what took the water is the enclosed area below: the parking, the storage, the stairs, and the mechanical equipment if it was left down there. Under current floodplain rules that enclosure is supposed to be built to flood and drain, with flood vents and materials that can get wet — but "can get wet" is not the same as "is fine now", and a furnace, a water heater, an air handler or an electrical panel that has been submerged is replaced on its own merits rather than dried and hoped over.

The flood maps in force here, meanwhile, carry an effective date of 29 September 2006 — drawn six years before Sandy. That is a fact about the paperwork rather than about the water, and it is worth knowing when somebody quotes you a zone.

What the work is here, and what decides the first day

Where the water came from settles what leaves the building, and how deep it got does not. Bay water and street flooding have crossed ground before they reached the building, so porous material that absorbed them and cannot be cleaned and dried to a documented standard is removed rather than dried in place. Water from a clean supply line, caught early, is often a drying job instead. Depth is not what settles this; where the water came from is.

Salt is the local complication and it does not evaporate. Bay water leaves chloride behind in everything it soaked, and chloride keeps drawing moisture out of the air long after the structure reads dry, as well as working on fasteners, connectors and anything galvanised. That is why a flood from the bay is a cleaning job as much as a drying one, and why rinsing and cleaning affected assemblies is a real stage of the work rather than a courtesy at the end.

Above the crawlspace the job is the ordinary one: open what has to be opened, get the wet insulation out, dry the structure to a measured endpoint rather than to the touch, and put it back. Just over half this township's housing predates 1980, which is late enough that pre-war hazards are rare here and early enough that the pre-1980 rules still apply to a great many buildings; what those rules require before a tear-out is set out on the statewide page instead of here, because it does not change from town to town.

The rebuild is done by the same company that did the drying, and what we put in writing before anything comes out is the scope: what is removed, what is cleaned and kept, and what goes back. In a township where the mechanical equipment is frequently the largest single item, that list is worth reading carefully.
