Water Damage Restoration in Trenton, NJ
Three instruments measure the water in this city and each one has a different worst day. None of them is the run of three years that produced half the claims. We pump the water out, dry what is left, remediate the mold and rebuild the rooms.
Sort Trenton's flood claim file by the year the water arrived and one thing jumps out before anything else. 2006: 215 claims. 2005: 187. 2004: 134. Three consecutive years, 536 claims, 51.6 percent of everything this city has on file across forty-seven years — and then nothing else close. The fourth-worst year, 2011, produced 126.
FEMA named none of the three. 839 of the 1,038 rows in this file carry a blank storm label, which means the three-year run is invisible if you look at the file the way most people do, by storm. It only appears if you sort by the date of the loss. Two of those three years also sit fourth and fifth in the Delaware River gauge's own crest list — a list of 33 entries that begins in March 1902 — so this is not an artefact of how the claims were coded. It happened twice in twenty-one months, and then once more.
That is the finding this page exists to publish, and the rest of it is what follows from having three separate instruments in one city that disagree about which day was worst. 1,038 National Flood Insurance Program claims, $16.3 million paid, the largest file of the twelve Mercer County communities that have one and fifty-third of the 654 rated communities in New Jersey. September 2004, April 2005, June 2006
Here are the three crests, off the Delaware gauge's own record. 19 September 2004: 23.41 feet. 4 April 2005: 25.33 feet. 29 June 2006: 25.09 feet. The gauge calls 20 feet minor flooding, 23 moderate and 25 major, so the second and third of those three went over the top of its published scale, and the first sat squarely in moderate.
In a 33-crest series running back to 1902, the April 2005 crest is fourth-highest and the June 2006 crest is fifth. The only things above them happened in 1904, 1955 and 1903. Twenty-one months apart, this city took the fourth and fifth biggest Delaware floods on record, and then eighteen months before that it had taken the eighth.
What makes the claim file's shape worth publishing is that this pattern is almost unique among large New Jersey municipalities. Restrict the state's 654 rated communities to the 208 with a hundred or more claims and rank them by how much of their file falls in 2004, 2005 and 2006: Trenton is eighth, at 51.6 percent. The seven above it are Knowlton, Frenchtown, Harmony, Pohatcong, Stockton, Kingwood and Belvidere — every one a Delaware River municipality up in Warren or Hunterdon County, and not one of them with a claim file of even three hundred rows. Trenton has 1,038. It is the only city in that list.
The practical consequence is about repetition rather than severity, and it is the thing a building owner here should take from the record. Whatever is in your lower level, the honest planning assumption on these blocks is not "once in a lifetime". It is that this river has twice produced two major floods inside two years, and that a rebuild finished in the spring of 2005 had fourteen months before the next one.
Three instruments, three worst days, and none of them is 2004 to 2006
Three gauges publish impact statements that name this city, and comparing their records is the most useful thing on this page, because each one's worst day is a different day.
The Assunpink Creek gauge is the flashy one — a small inland stream with a scale running from action at 7 feet to major at 11. Its lowest statement, at 6.5 feet, reads: "Assunpink Park floods. George Page Park floods. Minor street flooding in Trenton." Its highest, at 15 feet, is five words long: "The Trenton Transit Center is flooded." Both are quoted exactly as published. That gauge keeps 32 crests going back to 1971, and its record is 15.12 feet on 28 August 2011 — which means the top statement on the ladder has been reached exactly once, by an inch and a half. Between those two rungs sit statements about Mulberry Street at 9 and 10 feet and North Olden Avenue at 11.
Now look at that same gauge across the three years that produced half this city's claims. 6 February 2004: 8.75 feet. 2 April 2005: 8.62 feet. And 2006 does not appear in its crest list at all. Both of the 2004 and 2005 readings are barely at minor flood stage, and neither is in its top twenty. That is the check that matters: the run of years that produced 536 claims is the Delaware's doing, and the creek that floods the transit centre had almost nothing to do with it.
On the Delaware gauge itself the two statements that concern this city are lower down its long ladder. At 18.5 feet: "PA Route 32 South at East College Avenue in Yardley borough begins to flood. Water begins to enter Level 1 of the parking garage at the State Capital Building. Sections of Stacey Park in Trenton are closed." At 20 feet, where minor flooding begins: "Houses on Brown Street in Yardley begin to take on water. Houses on Afton Avenue also take on water. Southbound lanes are closed along stretches of Route 29 in Trenton. Route 32 North is closed in Yardley borough. River Road (Route 32), north of Woodside Road and south of Mt. Eyre Road, in Lower Makefield Township, begins to flood."
Twenty-five of that gauge's 33 crests have reached 18.5 feet and twenty-three have reached 20, so the parking garage and the Route 29 closures are routine rather than exceptional. Its top rung, at 25 feet, has been reached five times: 1903, 1904, 1955, 2005 and 2006. Its record is 30.6 feet on 8 March 1904 — five and a half feet above the highest reading it has a sentence for. And Hurricane Irene, the storm most of New Jersey measures floods against, crested here at 20.49 feet: just into minor.
Eight of that gauge's ten statements, incidentally, are about Yardley borough and Lower Makefield Township on the Pennsylvania bank, which is a reminder that a gauge's text is written for the whole reach and not for one side of the river.
The third instrument is tidal, is in Pennsylvania, and is measured in a different datum
The third gauge is the one almost nobody in this city knows about, and it is worth a paragraph because it measures something the other two cannot. It sits at Newbold Island, just downstream, in Bucks County, Pennsylvania — the Delaware gauge at Trenton lists it as its own downstream station — and its readings are published in feet above Mean Lower Low Water rather than as a river stage. It is a TIDE gauge. Trenton is where the Delaware stops being tidal, so the water below the city rises and falls twice a day and the water above it does not.
Its statement at 11 feet names this city directly: "(MLLW) Flooding begins near the Trenton public boat ramp. Flooding begins in the Duck Island section of Hamilton Township." Its categories are minor at 10.2 feet, moderate at 11.2 and major at 12.2, and it has no action threshold at all. Its crest list runs from 2004 to 2024 and holds 21 entries, every one of them at or above that 11-foot statement — this gauge only logs a crest when there is already flooding to log.
And its worst day is a third different day: 13.22 feet on 1 September 2021, the remnants of Ida. That storm produced eight Trenton claims. The tidal gauge's record event barely registers in the claim file, and the claim file's record years produced its third- and fourth-highest readings. Three instruments, three answers.
The Weather Service attaches a standing caution to that gauge which is worth reading if you ever use it, because it says out loud what a single number cannot carry: "Flood impacts are based on long-term averages. Actual impacts from any tidal flooding event may vary due to factors such as rainfall, wave action, and the number of tide cycles during which there is an onshore flow." How many high tides in a row the water comes in on is not in the reading, and on the low ground by the river it can matter as much as the height.
Two limits apply to all five statements on this page. They describe named roads, two parks, a transit centre, a parking garage and a boat ramp — not any particular address, and the elevation between any of those and your foundation is not in the data. A question about your own address belongs at FEMA's Map Service Center rather than on a gauge page. And silence about a street is not a verdict on it. The Weather Service builds these lists out of what people have actually reported at a given reading over the years, so a road that is missing is a road nobody called in, not a road the water spares.

Four notes on how to read this. The three-year concentration is computed from the DATE OF LOSS, not from FEMA's storm label, because the label is blank on four rows in five — so the 536 figure is a count of claims whose water arrived in those calendar years and is not a claim about any named storm. The claim file records insured LOSSES rather than buildings, so a house flooded in 2004, 2005, 2006 and 2011 appears four times and a building with no flood policy never appears at all. The three gauges are not measuring the same quantity: two publish a gage stage on their own datum and the third publishes feet above Mean Lower Low Water, so their numbers cannot be compared with each other and are only ever compared here with their own records. And a sixth statement, on the Delaware gauge at Frenchtown, matches the word "Trenton" because it names Trenton Avenue — a street in Frenchtown, thirty-five river miles upstream — and it is excluded.
Eight hundred and eighteen below-grade claims, in the oldest stock in this batch
One figure decides most of the work here. Of the 819 Trenton claims that record a basement code, 818 are on something below grade — 582 unfinished, 213 finished, 23 a subgrade crawlspace. Exactly one claim in the whole coded file is on a building with no below-grade space at all. That is the highest coded below-grade share of any town in this batch, and it means that in this city the flood job is almost always a basement job.
Put that beside the age of the stock and the sequence of the work is set before anybody arrives. 79.3 percent of Trenton's 34,513 housing units were built before 1980, and 13,155 of them — 38.1 percent — date from 1939 or earlier, which is the highest prewar share of the six towns in this batch. On a building that age the tear-out has a regulated question in front of it before it has a carpentry question: lead paint rules attach to housing built before 1978, and flooring installed up to 1980 is presumed to contain asbestos until somebody establishes otherwise, which is licensed work not on our list. Which federal and state rules apply and exactly where the emergency exception stops is identical in every New Jersey municipality and is written out in full on the hub.
What is local is the arithmetic of doing it more than once. On these blocks the record says a rebuild has about a one-in-two chance of being tested again inside a few years, so the questions worth answering with the wall already open are about the next flood rather than this one. What is the lowest height at which a finish stops being written off every time? Is what goes on the wall under it able to survive a soaking, or does it have to be stripped back on each occasion? Can the heating plant, the water heater and the panel come up off the floor? On a rowhouse with party walls there is usually only one route in and out of the wet volume, which changes what sequencing is even possible and is worth settling at the estimate rather than mid-job.
Two more things about this city's record that bear on the decision. Mercer County's flood map has an effective date of 20 July 2016 — the oldest effective map of any county this line covers — so the zone lines anyone quotes you against here were last revised a decade ago. And FEMA's mitigation file holds 31 Trenton properties, 22 of them bought and demolished, with program years running 1998 to 2010: every one of them predates both 2011 and 2021. There is no recent public programme here to wait for. Ask us for a written estimate before anything is opened, and say when you call which water reached you — the river, the creek or a drain — because on this housing stock it changes what we expect to find. Common questions
Which gauge matters to my building — and what reading should I be watching?
It depends which water reaches you, and the three instruments here are not interchangeable. If you are on the low ground between the river and Route 29, watch the Delaware River gauge at Trenton: 18.5 feet is where its published statement puts water into Level 1 of the State Capital Building garage and closes sections of Stacey Park, and 20 feet is where the southbound lanes of Route 29 close. Twenty-five of that gauge's 33 recorded crests have reached 18.5 feet, so those are ordinary readings rather than extreme ones. If you are nearer the North Olden and North Clinton corridor, the Assunpink Creek gauge is yours, and it moves far faster on a much shorter scale: 6.5 feet already means minor street flooding, 9 and 10 feet are Mulberry Street, 11 is North Olden Avenue, and 15 feet — the top statement, reached once in 32 crests, in August 2011 — is the transit centre. There is also a tidal gauge downstream at Newbold Island whose readings are in a different datum entirely and whose 11-foot statement names the Trenton public boat ramp. Find out once which of the three governs your address, because the numbers are not comparable and a reading off the wrong one tells you nothing.
