Water Damage Restoration in Union County, NJ
Elizabeth to Berkeley Heights: the highest share of pre-1980 housing of any county in New Jersey, a claim file thick with finished basements, and a flood record led by rainfall.
Union County's flood problem is rain. Of the 7,525 flood claims FEMA holds under this county's code, 3,942 are coded to accumulated rainfall or snowmelt and 2,643 to a stream, river or lake overflowing — about three rain claims for every two river ones. The rivers here are small, the towns around them are dense and old, and a great deal of the water that gets into buildings never came out of a channel at all: it ran off streets, driveways and roofs onto lots that were subdivided before anybody drew a floodplain.
That is why the second half of this page is about buildings rather than rivers. Union has the highest share of pre-1980 housing of any county in New Jersey and, in its claim record, one of the highest proportions of finished basements — a combination that decides what a water loss costs and what has to happen before a single wall is opened.

The record crest people quote for the Rahway is not the record
Union has two river gauges with a National Weather Service forecast page, and they behave nothing alike. The Rahway River at Rahway carries flood stages — 6 feet, moderate 8, major 9.5 — and no impact statements at all: none of the this-road-closes-at-this-height text a homeowner can act on. Four miles upstream, the Rahway River at Springfield publishes exactly that text, at three heights.
At 7 feet the Weather Service names minor flooding along Laurel Drive, Milltown Road and Smithfield Drive, behind the shopping centre near Black Brook Park, and near Kenilworth Boulevard between Dorset and Wilshire Drives. At 8.5 feet those same streets are moderate, and Springfield Avenue, Central Avenue and Eastman Street join them. At 10.5 feet they are major and West Holly Street goes under as well. If your building is on that list, Springfield is the gauge to watch, and it is the one nobody quotes.
The Rahway gauge does publish a crest list, and that list is a trap. The highest crest on it is 9.60 feet, on 17 September 1999. The USGS has measured annual peaks at the very same site since 1922 — 104 of them — and that series puts 28 August 2011 at 12.10 feet and 7,250 cubic feet per second on top, with 2 September 2021 second at 11.48 feet and 6,630 cubic feet per second. The weather service's own record crest is the third-biggest flood the site has ever recorded.
That is not a technicality when somebody is deciding how high to put the new mechanicals. If your contractor, your neighbour or a news story quotes the record at Rahway as 9.6 feet, they have read the short list. The number that matters is nearly two and a half feet higher and it has been reached twice in the last fifteen years.
The wider inventory is better than the forecast coverage suggests. The USGS keeps peak records at more than a dozen sites in this county — the Elizabeth River at Elizabeth and at Linden, the Rahway at Springfield, Kenilworth and Rahway, Robinsons Branch, Blue Brook at Berkeley Heights — and five of those still report gauge height today. The data exists. Most of it is simply not published as flood forecasts, which is why the claim record below does more work here than a gauge page would.
In this county the benchmark storm is Ida, not Sandy
Most of New Jersey dates its flooding from October 2012. Union does not. Sandy does not appear in this county's four largest events at all; the list runs Irene with 1,620 claims, Ida with 1,340, Floyd with 907 and the April 2007 northeaster with 615. By year, 2011 produced 1,679 claims here and 2021 produced 1,398.
The river records say the same thing more sharply. On the Elizabeth River at Ursino Lake in Elizabeth, where the USGS has 104 annual peaks going back to 1922, the highest is 27.93 feet at 9,770 cubic feet per second — on 1 September 2021. On Robinsons Branch at Rahway, 83 annual peaks since 1940, the record is 7.30 feet and 9,150 cubic feet per second, the same night. On the Rahway River near Springfield, Ida fell 0.07 of a foot short of Irene's 10.88-foot record: 10.81 feet against 10.88, with the two events separated by a decade.
There is a reason to care beyond the trivia. Storms that flood this county are summer and early-autumn rainfall events that sit over the basin for hours, not coastal surges — and the single most useful implication is that a Union County building can be flooded on a day when the shore is dry and nothing is named. If you are deciding whether an event is serious enough to act on, the weather map is the wrong thing to look at. The water on your floor is the right one.
Nearly four buildings in five here are older than the lead-paint line
Of Union County's 212,385 housing units, 166,217 — 78.3 percent — were built before 1980, well above the statewide 62.8 percent, and 49,984 of them, 23.5 percent, date from 1939 or earlier. That is the oldest profile of any county in New Jersey, and it changes the first day of a water job rather than the last.
The reason is the federal Renovation, Repair and Painting rule, which turns on housing built before 1978, and the separate New Jersey rules that govern lead abatement as its own category of work. Between them they decide what a crew may open up, in what condition, and what has to be cleaned and verified afterwards — and an emergency moves some of that paperwork without removing it. What is particular to Union is the arithmetic: on a random block in Elizabeth, Roselle, Rahway or Cranford, the pre-1978 case is the normal case and the post-1978 one is the exception.
So the question to put to anybody about to cut a wet wall in this county — us included — is what they intend to do about the paint and the floor before the demolition starts, and the answer should involve identifying the material rather than a crew and a skip this afternoon.
Eight ratings, four discounts, and a policy count that does not match the risk
All twenty of the county's NFIP communities take part in the programme — Winfield Township, the twenty-first municipality, does not appear in FEMA's Community Status Book at all — and eight of them hold a Community Rating System class. Only four of those eight earn anything: Roselle, Cranford and Rahway at class 7, worth 15 percent off policies inside the mapped high-risk zone, and Linden at class 8, worth 10. The other four — Berkeley Heights, Roselle Park, Scotch Plains and Plainfield — hold class 10, which is the rating that earns no discount at all. Berkeley Heights has held its class 10 since October 1994.
The policy count is the number that should stop a reader. There are 3,566 residential flood policies in force in this county against 124,053 residential structures — 2.87 percent. Inside the mapped high-risk zone it is 49.2 percent, lower than any neighbouring county manages. Outside the zone, 1,166 policies cover 119,179 structures: 0.98 percent, fewer than one building in a hundred.
Set that against the cause column at the top of this page. The leading recorded cause of flood loss in Union County is accumulated rainfall — water that does not need a mapped floodplain to reach a building — and the mapped floodplain is precisely where almost all of the insurance is. The claim ledger below is therefore a record of a small, self-selected minority of this county's water losses, and the real number is much larger and is not written down anywhere.

One row deserves its own warning. The peak-of-record figures here are from the USGS annual peak series, not from the National Weather Service crest list for the same gauge — at Rahway those two sources disagree by two and a half feet, because the crest list omits both 2011 and 2021 entirely. Where a flood height matters to a decision, ask which series it came from before you use it. And as everywhere else in the NFIP data, these claims count insured buildings only; with 2.87 percent of this county's residential structures insured for flood, the file is a sample of a minority.
What a Union County job usually turns out to be
Put the two halves of this page together and the typical job here writes itself: a below-grade room that somebody finished, in a building put up before 1978, wetted by water that came off the ground rather than out of a river. That has consequences in a particular order.
First, the water gets categorised by what it is rather than where it fell. Water that has crossed ground, a yard, a street or a driveway is not the same as water from a supply pipe, and material that has absorbed it is treated accordingly — which usually means carpet, pad, the insulation and the lower band of drywall leave, rather than being dried in place.
Second, in a pre-1978 building nothing gets opened up until somebody has thought about the paint and the flooring. That is a real sequencing constraint on a job in this county, not a formality, and it is one of the reasons a crew that turns up promising to have the walls out by lunchtime is telling you something about themselves.
Third, the drying and the rebuild are one company's problem. The structure is dried to readings that have stopped moving and re-checked rather than signed off on the first visit, mold that grew in the meantime is remediated, and then the finished room is rebuilt by the same crews — which in Union, where 2,723 of the coded claims are on finished basements, is usually the larger half of the work. If you want the whole thing priced and written out before anything starts, that is what an estimate is for.

Common questions
Somebody told me the record flood on the Rahway is 9.6 feet. Is that right?
It is the highest crest on the National Weather Service's published list for the gauge at Rahway, and it is not the record. The USGS annual peak series for that same site, which runs to 104 years, has 12.10 feet on 28 August 2011 and 11.48 feet on 2 September 2021 above it — the weather page's 9.60 feet from September 1999 is third. The two sources are measuring the same river and publishing different lists. If a height is going to decide where your mechanicals or your finished floor go, use the USGS series and say which one you used.
We are nowhere near the river or the flood map. Why did our basement flood?
Because in this county the river is not the main cause. Accumulated rainfall or snowmelt is coded on 3,942 of Union's flood claims against 2,643 for a stream or river overflowing — water that ran off streets, roofs and driveways and found the lowest opening in the building. Mapped flood zones are drawn around channels, which is also why fewer than one in a hundred structures outside the zone here carries a flood policy. Being outside the map is a statement about the river. It is not a statement about your basement.
