Three published sentences describe what a river reading does to a street anywhere in Essex County, and all three of them are about Verona. We extract, dry to a reading rather than to a deadline, remediate the mold and rebuild.

Essex County has three river gauges. Not three dozen — three, out of 221 in a cached set covering New Jersey and its river borders, where Morris holds eighteen, Passaic fifteen and Bergen twelve. Two of the three publish no impact statement at all: the Passaic gauge at Newark and the Third River gauge at Bloomfield give you a number and a flood category and nothing else. The third is the Peckman River gauge at Verona, and it publishes three sentences.

Those three sentences are the entire published record of what a river reading actually does to a street anywhere in this county, and they are unusual in a second way. Most impact statements in New Jersey are road closures, and a road closure tells you when to stop driving. Two of Verona's three give you a depth of water — how many feet of it, and into what. That is a different and far more useful kind of sentence, and it is why a township with only 84 flood claims on record gets a page of its own.

The claim file is small and it is worth reading honestly rather than inflating. 84 National Flood Insurance Program claims, 1978 to 2024, $932,000 paid across them — thirteenth of the twenty-two Essex County communities that have a file at all. This is not one of New Jersey's badly flooded towns. It is a town where a small number of houses on two streets get wet repeatedly, where the ordinary housing stock is old and finished below grade, and where — uniquely in this county — somebody has written down what the river does. Three feet six, four feet, five feet — and what each one puts in a room

The Peckman gauge at Verona — VRON4 to the Weather Service, the US Geological Survey's station 01389534 — runs a four-step scale, and it is a short one: action at 3 feet, minor flooding at 3.5, moderate at 4, major at 5. Eighteen inches separates the first flood category from the last, which tells you something on its own about how fast this stream changes what it is doing.

At 3.5 feet, where minor flooding begins: "Minor flooding along Lakeside Avenue and Bloomside Avenue Intersection." At 4 feet: "1 to 2 feet of water along Lakeside Avenue and Bloomside Avenue Intersection." And at 5 feet, the top of the scale and the start of major flooding: "Water covering roads and 1 to 3 feet of water into properties along Bloomfield Avenue and Lakeside Avenue near Verona Park."

Those are quoted exactly as published, including the Weather Service's own "Bloomside Avenue", because a gauge statement paraphrased is a gauge statement invented. Read them in order and the ladder does something no road-closure list can do: in eighteen inches of river it goes from water on a road, to one to two feet of water on that road, to one to three feet of water inside buildings. The word that changes is "into properties", and it arrives at five feet.

That is a genuinely actionable difference, and it is worth saying why. One to two feet on a road is a driving problem. One to three feet into a property, in a township where most of the finished space below grade is a basement, means water above the level of a furnace burner, above most panel boxes mounted at the usual height, and well above anything stored on a basement floor. The reading where the statement changes from a road to a property is the reading at which what is in the basement stops being movable and starts being lost.

Two honest limits go with reading them that way. These are statements about two named streets near Verona Park, not about any particular address, and the distance from those streets to your door is not in the data. And a street that appears nowhere in the three has not been declared safe — the Weather Service writes these from what somebody reported at a given reading, so a street nobody reported is simply a street nobody reported.

Both times this river has been measured at its worst, the ladder had run out

The same gauge record carries two historic crests. 6.57 feet on 16 September 1999, and 6.36 feet on 11 August 2018. Its highest impact statement is at 5 feet.

So on both of the occasions the Weather Service has recorded a crest here, the river went more than a foot past the top of the published ladder — and there is no sentence for what happens up there. The statement that reads "1 to 3 feet of water into properties" describes five feet. Nothing describes six and a half. That is not a criticism of the gauge; it is a limit of the record, and it is the kind of limit that matters most on exactly the nights it applies.

The claim file agrees with the crest record about which of the two was worse, and in a way worth noting because local memory tends to run the other way. 1999 produced 15 Verona claims; 2018 produced 8. The single worst year on this township's file is neither of them — it is 2021, with 22 claims, 22 of which carry FEMA's "Hurricane Ida" label. That storm does not appear in the gauge's crest list at all, which is the second gap in the same record: the crests tell you about 1999 and 2018, and the claims tell you about 2021.

Between the two files, three separate events — September 1999, August 2018 and September 2021 — have put water into buildings here, spread over twenty-two years, and no single instrument recorded all three. That is the argument for treating your own building's history as the primary source, and the published record as a useful supplement to it rather than the other way round.

The gauge's categories, its three impact statements and its two crests all come from one National Water Prediction Service record, read in a single pass on 17 September 2026, so the absence of a statement above 5 feet is an absence in the published record rather than a gap in what was retrieved. The claim file counts insured LOSSES, not buildings: a building flooded three times appears three times, and a building with no flood policy never appears at all — which is why 84 claims is not a count of how many Verona homes have taken water. You know the depth, so you can build to it

Here is the thing Verona has that almost no other town in New Jersey does, and it is worth more than the size of the claim file suggests. The published record tells you how deep. "1 to 2 feet of water" at four feet on the gauge; "1 to 3 feet of water into properties" at five. Nearly everywhere else the only published warning is that a road closes, and a road closure gives you no height to work with at all.

A height changes the rebuild from a guess into arithmetic, and that matters here because 40 of the 64 coded claims in this township are on a finished basement. Most flood rebuilding in New Jersey is done on the assumption that it will not happen again and a hope that it does not. On these blocks it is reasonable to plan for one to three feet, because that is what the Weather Service has written down about this stream at the top of its scale, and to ask a series of concrete questions instead of vague ones.

How high does the finish have to start before it stops being the thing that gets destroyed? Does the wall below that line want a material that tolerates being wet and dried rather than one that has to be cut out every time? Can the furnace, the water heater and the panel be moved or raised above the number rather than left on the floor where they have always been — and if not, what is the plan for when they are submerged again? Where does the laundry go? None of those has a universal answer; all of them are cheaper to answer once, with the wall already open, than three times.

Two cautions belong with that arithmetic, and neither is small. The gauge's statements describe two named streets near Verona Park, not your address, so the depth is a reasonable planning figure and not a prediction about your house. And both of the crests this gauge has actually recorded were above the reading that carries the three-foot statement — so building to three feet is building to the published record, which is not the same as building to the worst case.
