Water Damage Restoration in Atlantic City, NJ
The ocean-front gauge and the two back-bay gauges do not agree about which flood was the worst one here, and the claim file sides with the bay. We pump it out, dry the structure to a documented reading, remediate the mold and rebuild.
Most New Jersey municipalities have no flood gauge at all. This one has three, all switched on, all publishing their own numbers. There is the ocean-front gauge, which the Weather Service calls ACYN4 and files as "New Jersey Atlantic Coast at Atlantic City". There is ATLN4 in the Absecon Channel at the marina. And there is ALCN4 in the Inside Thorofare. Each has its own flood scale, each has its own crest record, and each has its own set of plain-English impact statements naming roads.
Put their records side by side and something awkward appears. On the ocean front, the highest water ever recorded is 8.98 feet, on 11 December 1992 — a northeaster. Second is 8.84 feet on 14 September 1944. Hurricane Sandy is third, at 8.76 feet. But in the back bay, Sandy is first on both instruments and not close: 10.2 feet in the Absecon Channel and 10.0 feet in the Inside Thorofare, with the March 1962 storm eleven hundredths of a foot behind at the marina and a foot behind in the thorofare.
That is not a contradiction, it is a description. The ocean front and the bay behind it are two different bodies of water responding to two different things, and a storm that is merely bad on one side can be the record on the other. Which of the three numbers belongs to your building is the single most useful thing on this page. Three instruments, and the sentences they share
Start with the scales, because they are not the same and people quote them interchangeably. All three read in feet above mean lower low water, which is a tide datum rather than a height above your floor. The ocean-front gauge calls 6 feet minor flooding, 7 moderate and 8 major, and publishes no action stage at all. The marina gauge sets minor at 5.7, moderate at 6.7 and major at 7.7. The thorofare gauge sits between them: 5.9, 6.9 and 7.9. So a forecast of "seven feet at Atlantic City" is moderate flooding on one instrument, over the major threshold on a second, and a tenth of a foot under major on the third.
Now the statements, which are where the real information is. At 6.6 feet the ocean-front gauge publishes one sentence: "Flooding begins around Absecon Inlet in Atlantic City." The marina gauge publishes that identical sentence — the same words, in the same order — at 6.3 feet. Two instruments, three-tenths of a foot apart, describing the same water starting to move in the same place.
It happens again lower down. At 5.8 feet the ocean-front gauge says "Flooding begins at the most susceptible locations in West Atlantic City." The thorofare gauge publishes that sentence word for word at 5.7. And the pattern repeats with more detail in the middle of the range. At 6.2 feet the ocean-front text reads: "Flooding begins on the White Horse Pike (US Route 30 - Absecon Boulevard) in Atlantic City, along the back bays in Atlantic City and Ventnor, and on the Black Horse Pike (US Routes 40 and 322) in West Atlantic City." The thorofare gauge covers most of the same ground at 6.1: "Flooding begins along the back bays in Atlantic City and Ventnor. Flooding begins on the Black Horse Pike (US Routes 40 and 322) in West Atlantic City." And the marina gauge takes one piece of it at 5.9: "Flooding begins on Absecon Boulevard (US Route 30) in Atlantic City."
Above those readings the text stops being local. The moderate and major statements on all three gauges are a standard template the Weather Service uses right along this coast — the same sentences about roads becoming impassable and neighbourhoods being isolated, with the town names swapped. We have not quoted them, because quoting a template teaches nobody anything; the sentences worth learning are the low ones, which name actual roads at readings below the level at which anybody issues a warning.
- Three scales, three sets of thresholds: a single number in a forecast is meaningless without the gauge it came from.
- The same sentence appears on two gauges at different readings, because the instruments sit in different water.
- The useful statements are the low ones. The high ones are boilerplate used all along this coast.
Six thousand claims, and what they were on
FEMA holds 6,092 National Flood Insurance Program claims for this city, dates of loss from 1978 to 2026, of which 5,164 were closed with a payment — $122.2 million in all. That is the fifth-largest claim file of the 654 rated communities in New Jersey, behind Ocean City, Toms River, Long Beach Township and Wayne Township, and it is the largest of the twenty-three Atlantic County communities that have one, ahead of Brigantine, Ventnor and Margate. By dollars paid it is ninth in the state.
The file agrees with the back-bay gauges rather than with the ocean-front one. Hurricane Sandy accounts for 2,972 claims and the year 2012 for 2,998; the December 1992 northeaster accounts for 995 and 1992 for 1,159. Those are the two events that top the two records, in that order. Behind them, 879 rows carry FEMA's unnamed "Flooding" label, 371 are Hurricane Gloria and 76 are Winter Storm Jonas. Nearly nine hundred claims here were filed after weather that nobody named.
What the water reached is the part that separates this city from the rest of the shore. Of the claims that record a building's occupancy, 1,410 — 23.1 percent — are on a two-to-four-unit building. That is a rowhouse and semi-detached share, not a beach-cottage share, and it is what you would expect of a city where nearly seven in ten occupied homes are rented. Another 3,717 claims are on a single-family building and 527 on a non-residential one.
The basement column is thin and the page says so rather than dressing it up: FEMA's adjusters filled the field on only 2,262 of the 6,092 rows. Of those that are coded, 1,104 are an unfinished basement or enclosure, 628 a finished one, 313 a building with nothing below grade and 217 a subgrade crawlspace. What that mix tells you is that below-grade space here is real but shallow, and that a great many of these buildings have an enclosed area at grade rather than a cellar you can stand up in.

How the ranks were tested. Every New Jersey row of FEMA's claims file was grouped by rated community number rather than by name, because community names repeat across the state, giving 654 numbered communities. The county comparison uses the Community Status Book's own county field rather than the claim rows' county code, which FEMA miscodes. Cause codes are counted individually and never as a partition: FEMA's dictionary allows more than one on a single claim. And a claim is an insured loss rather than a property, so a building flooded four times sits on the file four times and an uninsured building sits on it not at all — which is why 6,092 is not a count of how many buildings here have taken water.
The flood map in force here was drawn in 1985
One line in FEMA's Community Status Book is worth pulling out on its own. The effective flood insurance rate map for this city carries the date 1 February 1985. Of the 509 New Jersey communities in the claim file with a dated map, only 22 are still working from one drawn before 1990, and of those 22 this city has much the largest claim file — several thousand claims larger than the next.
That is a fact about paperwork rather than about water, and it cuts in a direction people do not expect. A forty-year-old map is not a statement that nothing has changed; it is a statement that nobody has redrawn it. Both back-bay gauges set their records after it was issued, and the ocean-front gauge has added dozens of crests since. Whatever the map says, the instruments have kept measuring.
Where it matters practically is in conversations about zones. A zone letter read off a 1985 panel is what a lender, an insurer or a floodplain office will use, and it is also what somebody will quote at you across a kitchen table as though it settled the question of whether your building floods. It does not. Your building's own history — where the water came in last time, how deep, how long it stayed — is better evidence about your building than a forty-year-old line on a drawing, and it is evidence you own.
The city's own floodplain administration, meanwhile, holds a Community Rating System class of 6, worth a 20 percent discount on flood policies inside the mapped high-risk zone; eighteen New Jersey communities hold that class. And FEMA's mitigated-properties file records 71 buildings here bought, raised or floodproofed with federal help — 69 of them elevations, across program years 2006 to 2019, 54 on single-family buildings and 16 on two-to-four-family ones.
What the job is in a rowhouse on a narrow lot
The building type decides the work here more than the storm does. A quarter of this city's flood claims are on two-to-four-unit buildings, and the ordinary version of that is a rowhouse or a semi-detached pair on a narrow lot with no setback, sharing a party wall with the building next door. Water that gets into one of them is not a single household's problem, and the drying is not a single household's schedule.
A party wall is the first complication and it is the one most often missed. Water travels along the base of a shared wall and into the cavity on both sides of it, so a unit that stayed dry can have a wet wall, and the readings that decide when drying is finished have to be taken on both sides or they are not measuring the assembly. That is a conversation with a neighbour and sometimes with a landlord, and it is much better had on day one than on day ten.
The second is that in a building of two to four units the mechanical equipment is usually shared and usually low. One boiler, one water heater, one service panel, and several households waiting on the same decision. Equipment that has been submerged is assessed on its own merits and generally replaced rather than dried and restarted, and where that equipment serves four apartments it is the item that sets the date everybody gets heat and hot water back.
The third is the age of the stock. Nearly three in ten housing units here were built in 1939 or earlier and two in three before 1980, which puts most of these buildings on the wrong side of both the federal lead-paint line and the window in which asbestos was still being laid in flooring and pipe insulation. Those obligations are identical in every municipality in New Jersey and are written out in full on the hub; what is particular here is only how often they apply, and that opening a ceiling or a lower wall band in a pre-war rowhouse is the commonest reason a job stops being a two-day job. It is better to hear that at the estimate than halfway through.
And because so much of this city's below-grade space is shallow enclosure rather than deep cellar, salt is a bigger factor than depth. Water that came off the bay leaves chloride behind in everything it soaked; chloride keeps drawing moisture out of the air long after a meter says the structure is dry, and it works on fasteners, connectors and anything galvanised. Cleaning affected assemblies is therefore a stage of the work with its own time in it, not a tidy-up at the end. Common questions
The forecast says the tide will reach seven feet at Atlantic City. Which gauge is that, and what does it mean for me?
Ask which one, because there are three and they do not read alike. Seven feet is moderate flooding on the ocean-front gauge, where minor is 6, moderate 7 and major 8. On the Absecon Channel gauge at the marina, where the thresholds are 5.7, 6.7 and 7.7, seven feet is already above the major mark. On the Inside Thorofare gauge, at 5.9, 6.9 and 7.9, it is a tenth of a foot under it. All three read in feet above mean lower low water, which is a tide datum and not a height above your floor. The sentences worth learning are lower down: at 6.6 feet the ocean-front gauge says flooding begins around Absecon Inlet, and the marina gauge publishes that same sentence at 6.3; at 6.2 the ocean-front text names the White Horse Pike, the back bays and the Black Horse Pike in West Atlantic City. Find the gauge nearest the water your building faces, learn the reading at which its text names your road, and treat that number rather than the headline one as yours.
