Every published impact statement for this borough's river gauge is about a levee, a gate or a pump. That tells you what protects Bound Brook, and it also tells you what it does not protect against.
Read the Weather Service's impact statements for a river gauge anywhere else in New Jersey and you get roads: this street closes at that reading, those houses take water at this one. Read them for the Raritan gauge at Bound Brook and you get engineering. At 28 feet: "Backyard and low areas are protected by levees and the flood wall. Without the levees or if there is a breach in the levees, minor flooding will occur." At 30 feet: "Main Street is protected by flap valves/sluice gates. This level triggers the gate closures to protect Main Street." At 33 feet: "A large portion of Bound Brook is protected by the flood reduction project. Pump station operations become critical, at this stage, for the continued protection of the borough."
Three statements, and not one of them names a house. What they describe is a borough whose relationship with its river now runs through a structure, and whose worst night depends on whether that structure and the pumps inside it are doing their job.
The claim file behind all this is large. FEMA has 1,949 flood claims on record here, dates of loss 1978 to 2025, of which 1,809 were closed with a payment — $65.0 million between buildings and contents. In a borough of 4,707 housing units, that is a lot of paid claims, and almost all of them predate the last decade.

The same height, twenty-two years apart, and two different towns
The crest list for this gauge holds 43 entries and the top two are identical: 42.13 feet on 17 September 1999, and 42.13 feet on 2 September 2021. Not close — the same number, to the hundredth of a foot. The US Geological Survey's annual peak series, 94 peaks deep, puts 82,900 cubic feet per second behind the 1999 crest and 82,600 behind the 2021 one. (The Weather Service's own crest list gives 75,471 for 2021. Where two federal series disagree about the same crest, this page quotes the USGS figure and says which one it is using, because a number without its series attached cannot be checked.)
So the river did the same thing twice. What happened in the borough did not. The 1999 crest was Hurricane Floyd, and Floyd produced 360 flood claims in Bound Brook. The 2021 crest was Hurricane Ida, and Ida produced 34. That is one tenth, at the same river height, in the same borough, twenty-two years apart.
It would be easy, and wrong, to present that as proof. A claim file records insured buildings, and a great many things change in twenty-two years — who is insured, who has moved, which buildings are still standing. What can be said honestly is narrower and still worth knowing: between those two identical crests the borough acquired a flood reduction project, the Weather Service now writes this gauge's impact statements around it, and the borough's claim count at the same river stage fell by an order of magnitude. Whether the next crest behaves like 1999 or like 2021 depends on the thing the 33-foot statement points at — the pumps.
The rest of the record is a reminder that the river is not the only way in. The worst year here is not 1999 or 2021 at all. It is 2007, with 525 claims from the April nor'easter, followed by 2010 at 372, 1999 at 371 and 2011 at 368. Four separate years above 350. On the cause codes, 1,009 of the claims name a stream, river or lake overflowing — and 839 name accumulated rainfall or snowmelt, which is not a river event and which no flood wall is built to stop.

The zero in the fourth row is unusual enough to state rather than omit. Increased cost of compliance is the part of a flood policy that pays toward bringing a substantially damaged building into line with the current floodplain rules — most often by raising it. Bound Brook's file shows not one dollar of it across nearly two thousand claims, which sits with the last three rows: a borough whose answer to the river is a structure around the whole town rather than a programme that changes buildings one at a time.
No class, no buyouts, one answer
The Community Rating System is FEMA's scheme for rewarding a municipality's own floodplain work — drainage maintenance, mapping, public outreach, building standards — with a discount on federal flood insurance premiums. Of the 560 New Jersey communities in FEMA's status book, 109 hold a class. Bound Brook is one of the 451 that do not. It takes part in the flood insurance programme and it is not sanctioned; it simply holds no rating.
The hazard-mitigation record says the same thing from the other direction. FEMA's mitigated-properties file shows four elevated buildings in this borough. Four. Not four hundred, and no acquisitions at all. The flood map in force was drawn in September 2007.
Put those three together and the borough's strategy is legible, and it is coherent: Bound Brook answered its river with one large structure rather than with a long programme of individual buildings. That is a reasonable answer for a dense, old, small borough where buying out the flooded blocks would have meant buying out the town — and it is the opposite of what Manville did a mile and a half up the same river, where nearly three hundred buildings were bought and demolished instead. It also has a consequence worth naming plainly for anyone who owns a building here. The protection is collective. It is not attached to your deed, it does not change what is in your basement, and it does nothing whatever about the 839 claims in this file that were caused by rain that could not drain.
A second gauge in the borough makes the point neatly. Middle Brook at Bound Brook is gauged, with an action stage of 10 feet and minor flooding at 11 — and then the record stops. There is no moderate stage, no major stage, and not one published impact statement telling you what happens at any height. Its highest crest, 20.66 feet, is from 2 September 2021, nine feet above the last category anybody defined for it. Whatever that brook did that night, nothing in the public record explains it in advance.
What a flood wall does not stop, and what the work is when it gets in
Almost every claim in this borough that carries a basement code is on a building with something below grade: 1,638 of the 1,654 coded rows are on a basement or an enclosure, 14 more on a subgrade crawlspace, and just two on a building with neither. Three hundred and forty-five of those basements were finished. That is the working population here — old, dense, small-lot housing, 71.8 percent of it built before 1980 and more than a quarter of it before 1940, sitting over below-grade rooms.
What gets into those rooms now is mostly not the Raritan. It is groundwater pushed up through a slab when the water table rises, a sump that could not keep up or lost power at the wrong moment, a sanitary line surcharged because everything upstream is draining at once, or a supply line or water heater that failed on an ordinary Tuesday with no weather at all. None of those care about a flood wall, and the first two are exactly what the 839 rainfall-coded claims in this file look like from inside the building.
The work splits on where the water came from, not on how much of it there is. Water from a clean supply line, caught early, is often a drying job: extract, open what has to be opened, and dry the structure to a documented endpoint instead of to the touch. Water that has come up through a sanitary line or across the ground is a different category, and porous material that absorbed it comes out rather than being dried in place. Which of those you are in is the first thing worth establishing, and it is decided by the source, not by the depth.
In an old borough the rebuild is usually the larger half, and it is the same crew that did the drying — which is the point of doing both. The river hit its record height again in 2021 and my block stayed dry. Does that mean the flooding problem here is solved?
It means one of the two ways water gets into a building here behaved very differently in 2021 than it did at the same river height in 1999 — 34 claims against 360. It does not mean the other way has gone anywhere. Of the 1,949 flood claims on record in this borough, 839 are coded to rainfall or snowmelt accumulating rather than to a river leaving its banks, and that is the kind of water a levee, a sluice gate and a pump station are not built to stop. It arrives through a slab, a sump or a sanitary line, on a night the river never makes the news.
