There is no town in New Jersey where the public flood record is more detailed than it is here, and none where it is more blunt about its own limits. The Weather Service gauge on the Raritan at Manville publishes nine impact statements — a rung-by-rung ladder from 11 feet to 20 — and four of the nine carry the same sentence: "The amount of flooding can vary from event to event and can be affected by the amount of water in the Millstone."
Read that twice, because it is the most honest thing any gauge in this state says. Manville sits where two rivers decide the outcome together, and the forecasters are telling you outright that one reading on one of them will not settle what happens on your street.
The rest of the record is equally direct. FEMA holds 1,788 flood claims for this borough, dates of loss 1978 to 2024, of which 1,677 — nearly ninety-four percent — were closed with a payment. That is $72.7 million paid, on fewer claims than the borough behind the flood wall downstream has filed, and for more money. And across the same decades, 297 buildings here were bought and demolished rather than repaired again.

Action stage on this gauge is 12 feet, minor flooding begins at 14, moderate at 17 and major at 20. The statements between them read as a sequence, and the sequence is the point: each one tells you what the next foot costs.
At 11 feet, below any category at all, "inundation begins in Dukes Park in Manville". At 12, the action stage, "Roads and trails flood within Dukes Park." At 13, Southside Avenue in Somerville floods. At 15, Dukes Parkway begins to flood in Hillsborough. At 16 feet the text names a neighbourhood: "Lincoln Avenue in the Lost Valley section of Manville floods." At 17, street and roadway flooding increases across the Manville area, with the Van Veghten Bridge and Main Street under water. At 18, East Dukes Parkway and several bridges. At 19, South Bridge Street in Somerville closes, and Old York Road floods at Robert Street and at Park Drive. At 20 — major flood stage — "Flooding becomes widespread across Manville. Flooding expands between Dukes Parkway and Brooks Blvd."
Four of those nine statements, the ones at 17, 18, 19 and 20, end with the Millstone warning. What that means in practice is that two identical Raritan readings can produce two different nights here, depending on how much water the Millstone is delivering into the same reach at the same time. A homeowner who has learned one number has learned half of an equation.
The crest list holds 48 entries. The highest is 27.66 feet on 2 September 2021, and behind it 27.1 feet on 17 September 1999 and 26.24 feet on 28 August 2011 — three floods within seven feet of one another, spread across twenty-two years. This is not a place where the record flood is an ancient curiosity. It is a place where the top three are all within living memory and the newest is the biggest.
Two hundred and ninety-seven buildings that are not there any more
FEMA's hazard-mitigation record for this borough is unlike anything else in this batch. Two hundred and ninety-seven properties were acquired and demolished. Forty-two were raised. Twenty-two more acquisitions were of vacant land, and six rows do not state the action.
Set the demolition figure against the borough's 4,639 housing units and it is about six percent of the housing stock — removed, not repaired. On the ground that is not an abstraction: it is streets where the gaps between houses are wider than they used to be, and lots that are mown and empty and will stay that way.
This is a legitimate and, on the numbers, a defensible strategy. A building that has flooded four times will flood a fifth, and at some point buying it is cheaper than paying for it again. But it is worth being precise about what it does and does not do for the building still standing next door, because that is the building we get called to.
A buyout removes a house from the floodplain. It does not protect the house beside it. Nothing about the empty lot changes the depth, the duration or the category of the water that reaches your foundation, and the claim file shows it. Hurricane Floyd produced 282 claims here in 1999. Hurricane Ida produced 271 in 2021 — twenty-two years, several hundred demolitions and a dozen federal grant cycles later, at a crest more than half a foot higher. Flat. The borough has fewer buildings in harm's way than it had; the ones that are left are in exactly the same harm.

Two counting notes. The demolition figure is a count of PROPERTIES from FEMA's mitigated-properties file, not of grant awards, and it is restricted to rows whose ZIP is this borough's because the file's city field is free text and its county field is usually empty. And the claims total counts insured buildings, so a house that flooded in 1999, 2007, 2011 and 2021 appears four times — which is exactly the pattern a buyout programme exists to break.
What stayed: old houses, finished basements
Eighty-seven percent of Manville's 4,639 housing units were built before 1980. The New Jersey figure on the same census table is 62.8 percent, so this borough runs about twenty-four points older than the state. Roughly one unit in five dates from 1939 or earlier.
Now look at what the claim file says about those buildings. Of the 1,611 claims carrying a basement code, 1,578 are on a building with a basement, an enclosure or a subgrade crawlspace — and 524 of those, a third, are on a FINISHED one. A third is a high proportion for housing this old, and it says something specific: over the decades people here have kept putting family rooms, offices and spare bedrooms back into the same below-grade space.
That is the hardest room in a house to flood and the most expensive one to put back. Carpet and pad, laminate or engineered flooring, insulated stud walls with paper-faced drywall, base trim, built-in cabinets, sometimes a bathroom and a second kitchen. Water reaches all of it at once, and the part that decides the outcome — the cavity behind the drywall and the subfloor under the finish — cannot be assessed by looking at it.
The age of the housing also decides what may legally be torn out and how. Lead-paint rules attach to housing built before 1978 and flooring laid up to 1980 is presumed to contain asbestos until somebody establishes otherwise, so in a borough that is 87 percent pre-1980, both questions are live on most jobs rather than occasionally. They do not change from one municipality to the next, and the hub one level up carries them in full.
The fourth time a room floods, the job stops being a repair
Most restoration writing assumes a first flood. This borough's file assumes nothing of the kind: 1999, 2007, 2011 and 2021 each produced between 271 and 463 claims here, and a great many of them are the same rooms. When a below-grade space has been stripped and rebuilt three times already, the crew arrives to a building that has been through this, and that changes what is actually in front of them.
What they find is layers. A cut line from the last time, usually about two feet up, with new drywall above it and a joint that never quite matched. Insulation replaced in the lower band only, so the bay has two different materials in it. A slab that was patched where somebody put a sump in after the second flood, and a sump that was sized for that flood rather than for this one. Sometimes two or three generations of flooring stacked on top of each other, each laid over the last because pulling the old one up was a bigger job than covering it.
Those layers are a drying problem in their own right. Water travels along the seam between two floor coverings and sits there, out of reach of anything pointed at the room. A patched slab is rarely continuous with the original one. And a lower band rebuilt with different insulation from the band above it dries at a different rate, so a reading taken in one bay says less than it should about the bay beside it. None of this shows from the doorway; all of it shows once the wall is open.
Silt is the other local complication and it is specific to a slow river flood. Water that has stood for a day arrives carrying fine sediment and leaves it in everything — in the seams, under the stair, inside the ductwork, in the bottom of the sump pit. Cleaning that out is a real stage of the work, and skipping it is how a room that dried perfectly well still smells in July.
The real question in a borough with this record is not how to put the room back exactly as it was. It is whether to. What goes back onto the floor, what gets mounted above it, whether the mechanical equipment stays down there at all, and what the finishes are made of are all live choices while the wall is open and settled once it is closed. That is worth deciding before anything is ordered. On the evidence, it changes it less than people expect in either direction. A buyout removes a building from the floodplain; it does not lower the water, shorten how long it stands, or change what category it is when it reaches your foundation.
