Water Damage Restoration in Hudson County, NJ
The most exposed county in New Jersey has no river gauge, the state's highest share of pre-1940 housing and its lowest flood-insurance take-up. We get the water out, dry the structure, remediate the mold and rebuild — sewage and flood water included.
Start with something that sounds like a technicality and is not. There is no river gauge in Hudson County. Not one — no National Weather Service river forecast point, no US Geological Survey station with a flood-stage record, no NOAA tide station. New Jersey has 170 gauges in the Weather Service's network and every neighboring county holds some: Bergen twelve, Passaic fifteen, Morris eighteen, Essex three. Hudson has zero.
That is not an oversight, it is what the county is. There is no river left to gauge: the water on three sides is tidal estuary, and the streams that once drained the interior have been culverted, filled or built over. The practical consequence is that nobody in Hudson County gets a number of feet and a time. The warning you act on is a rainfall warning or a coastal-flood warning for a broad area, and the first specific information you get about your own building usually arrives when you look at the floor.
So this page is built on the record of what has already happened here rather than on a forecast. It is mostly rain, even here
Everybody's mental model of flooding in this county is the harbour coming over the edge. FEMA's own loss records say something different, and they say it clearly. Of 5,198 flood claims on record in Hudson County, adjusters coded 3,079 to accumulation of rainfall or snowmelt, 1,030 to tidal water overflow and 742 to a stream, river or lake leaving its banks. Rain outruns tide four to one in the most tidal county in New Jersey.
That makes sense once you stop thinking about the shoreline and start thinking about the ground. This is close to fully built out: roofs, streets, yards paved, the old drainage lines buried inside a combined system that also carries sewage. Rain that would soak into a lawn in Morris County has nowhere to go here except into a drain that is already full, and the lowest floor in the building is where it ends up.
It also changes what the water is. Rainfall that has surcharged a shared drain is not the same thing as clean rainwater off a roof, and whether it counts as grossly contaminated is a determination somebody has to make by inspecting it — not by reading the weather report and not by assuming. One storm wrote almost half the county's flood record
Every figure below is an insured building. National Flood Insurance Program claims coded to Hudson County, 1978 to 2026, taken from FEMA's own row count. About $177.3 million has been paid out across them, and 3,907 of the 5,198 paid something — on the building, on the contents, or on increased cost of compliance.
Hurricane Sandy accounts for 2,327 of them. That is 44.8 percent of everything on the file — one night in October 2012 against the other forty-seven years put together. The year 2012 alone holds 2,334 claims. Only Monmouth's file is more concentrated, and there the storm was a coastal surge on a coast; here it was a surge in a county that is mostly not coast. In Passaic and Morris the equivalent share belongs to Irene, and it is smaller.
Behind Sandy the record is remarkably flat. Hurricane Irene produced 587 claims here and Hurricane Ida 585 — a decade apart, and within two of each other. Ida was a rainfall event that lasted a few hours; Irene was a multi-day river flood everywhere else in North Jersey. In Hudson County they did almost exactly the same amount of insured damage, which is another way of saying that here the mechanism matters less than whether the drains can keep up.
The shape of the damage is consistent. 3,267 of the claims are on a building recorded with a finished or unfinished basement or enclosure and 67 more on a crawlspace, against 314 recorded with neither; the field is blank on 1,550, and those four figures add to the county total exactly. Whatever brought the water — tide, rain or both — it went to the bottom of the building.
Square mile for square mile, the most exposed county in the state — and the least insured
Hudson is the smallest county in the state by land area — 46.2 square miles — and it holds the fourth-largest number of residential structures inside FEMA's mapped high-risk flood zone: 13,150, behind only Ocean, Cape May and Monmouth, and ahead of Bergen. That is a great deal of exposure in very little ground.
2,369 of those 13,150 carry a flood policy. Eighteen percent. That is the lowest inside-the-zone take-up rate of all twenty-one New Jersey counties — against a statewide figure of 63.3 percent and a Passaic figure of 48.2 — and it is the single most consequential number on this page. Four in five buildings standing inside the mapped high-risk zone in this county have no federal flood cover at all. Countywide the picture is 2,990 policies against 85,704 residential structures, 3.49 percent.
It also means the claim count above is badly misleading as a measure of how wet this county gets. Hudson's 5,198 claims rank twelfth of the twenty-one counties, below Middlesex and Essex. That ranking is mostly measuring who bought insurance, not who got flooded.
One more thing the paperwork says. Not one of Hudson County's eleven NFIP communities holds a Community Rating System class — the discount FEMA gives for a municipality's own floodplain work. Hudson is one of only five New Jersey counties where not a single municipality holds one, and the other four are inland or down the Delaware. All eleven communities also share a single effective flood map dated 16 August 2006, so the zone lines being quoted against a Hudson property were last redrawn nearly twenty years ago — while the county's neighbours have been remapped since.

Two different things are being counted in this table and they are not interchangeable. A residential STRUCTURE in FEMA's penetration file is a building; a housing UNIT in the Census table is a home inside one. In Hudson County those diverge further than anywhere else covered here — 320,959 units in 85,704 structures — so a per-structure insurance rate understates how many households sit behind each uninsured building. The state claim total is the sum of the twenty-one county codes; filtered on the state alone the same file returns 202,340 rows, the difference being New Jersey claims carrying no county code.
Almost four homes behind every front door, and most of them are old
Hudson County holds 320,959 housing units in 85,704 residential structures. That is roughly three and three-quarter homes per building, and it is the highest ratio of any county we work in — Bergen runs about one and a half, Morris about one and a third. Those are two different agencies counting two different things, a Census housing unit and a FEMA residential structure, so the ratio is an indication rather than a precise measurement. The indication is strong.
It changes who a water job involves. In an attached multi-unit building the wet part is frequently not the part that is owned by the person who called, the lowest floor may be common space nobody lives in, and the drying has to be done without the option of simply opening every door and wall on the floor. Access is a scheduling problem before it is a technical one.
And the stock is old. 95,293 Hudson units — 29.7 percent — date from 1939 or earlier, the highest share of any New Jersey county, with 198,478 built before 1980. Pre-1978 paint and pre-1980 flooring both bring obligations that an emergency shortens but never removes, and asbestos removal here is licensed work we do not do ourselves. Drying a building you share with other people
The work itself does not change — get the water out, take out what cannot be dried, dry the structure until the readings stop moving rather than until it feels right, remediate what has already grown mold, and rebuild — but three things about doing it here are genuinely different, and they are worth saying plainly.
First, whose problem it is. On an attached or multi-unit building the water that reached your floor may have come through a wall you share, from a space the building manages rather than you, or from below you. We are straight about where it came in before anybody opens a ceiling, and where that answer is inconvenient we say it anyway. It is the difference between fixing the cause and drying the same room twice.
Second, what the cellar is. A great many buildings here have a lowest level that is nobody's home — a boiler room, a shared storage space, a garage under the building — and it is usually where the water goes and where the mechanical plant lives. Drying a space like that properly matters more than its apparent value suggests, because everything above it breathes what is in it.
Third, the paperwork. With flood take-up this low, most Hudson water work is not an insurance job at all: it is paid for directly, by an owner, a landlord or a building. We do it either way, and it is documented either way, because the documentation is what makes an estimate checkable. Common questions
Is there a river forecast I can watch for my street?
No, and it is worth knowing that rather than hunting for one. Hudson County has no National Weather Service river gauge, no USGS station with a flood-stage record and no NOAA tide station — the nearest published river forecast points sit in Essex and Bergen counties, and the Essex one carries no impact statements at all. What you get here is an area rainfall or coastal-flood warning, which means less lead time and no street-level detail. The useful preparation is knowing where your building's lowest level takes water and what is stored in it, because nobody is going to tell you a number of feet.
I am in a mapped flood zone. Does my building insurance cover this?
A homeowners policy does not cover flood — that is not one carrier's small print, it is N.J.A.C. 11:1-5.5, which makes every insurer writing homeowners cover in this state say so to its policyholders once a year. A commercial property policy is a different contract, so ask your carrier what it does with flood rather than assuming either way — and only 18 percent of the residential structures inside this county's mapped high-risk zone carry a separate flood policy, the lowest share in the state. If yours is one of them, read what it does in a basement before you assume, because the standard federal policy covers a short list of specific items down there and excludes most of what makes a lower level usable.
