Water Damage Restoration in Jersey City, NJ
New Jersey's largest housing stock, and a flood record spread across forty-seven separate years rather than piled into one. Extraction, structural drying, mold remediation and the reconstruction afterwards, without a hand-off to a second contractor halfway through.
Jersey City holds 135,231 housing units, more than any other municipality in New Jersey — more than Newark, and more than twice Paterson's. FEMA holds 1,831 National Flood Insurance Program claims for the city, dates of loss from 1978 to 2026, of which 1,362 were closed with a payment on the building, on contents or on both: $54.6 million in all. That is the second-largest claim file of the eleven Hudson County communities that have one, and the thirty-first largest of the 654 rated communities in New Jersey.
The interesting thing about that file is how thinly it is spread. Forty-seven separate calendar years carry at least one claim. The worst of them, 2012, holds 646 — barely a third of the total — and behind it 2011 has 293, 2021 has 230, and another eight years each carry more than twenty. Count the rows that name a tropical system or a nor'easter and you get 1,322; the other 509, more than a quarter of everything on the file, carry no storm name at all.
That is the fact this page is built on, because it changes what a water job here usually is. In a great many New Jersey towns the flood record is one famous night and a long tail. In Jersey City it is an ordinary heavy rain, on an ordinary week, finding one building — and when that happens there is no emergency declaration, no assistance programme, no wave of adjusters and no news coverage. Half the file is a two-to-four-family house with one cellar under it
FEMA records what kind of building every claim is on, and in Jersey City the answer is emphatically residential: 1,646 of the 1,831 rows, 89.9 percent, are on a home of some kind. Inside that, the largest single group is not the waterfront tower and not the single-family house. It is the two-to-four-unit building — 891 rows, close to half of everything on the file. Single-family houses account for 420, and buildings of five units or more, together with condo associations insuring a whole building, for 320.
The two-to-four-family is the characteristic Jersey City building and it produces a characteristic water job. One cellar runs under the whole house. The boiler, the water heater, the panel and usually the laundry are down there, shared, and so is the storage. The owner frequently lives in one of the units and rents the others, which means the person standing in the wet room is both the customer and one of the affected households — and the other households are upstairs, at work, waiting to hear whether they will have hot water tonight.
Three consequences follow, and they are worth deciding on deliberately rather than in the moment. The first is that the mechanical plant is the priority, not the room. A wet finished cellar is a nuisance; a submerged boiler in September is the whole building's heating season. Submerged equipment is assessed on its own and, more often than not, replaced rather than dried and switched back on, and knowing that early changes what gets ordered first.
The second is that the ceiling of the cellar is the floor of somebody's apartment, and it is the assembly people forget. Water that stood deep enough to wet the joists and subfloor has to be dried from below with the space open, and a joist bay closed back up damp is where a smell comes from in three months.
The third is about storage, and it is the part nobody warns you about. In a shared cellar, three households' possessions are on the floor together, frequently in cardboard, frequently nobody's clearly. Sorting what is salvageable from what has to go is slow, it is emotional, and it holds up the drying — because the room cannot be dried until the room is empty. Starting that conversation on day one, with whoever actually decides, saves more time than any piece of equipment does.

More than a quarter of these claims have no storm name at all
509 of the 1,831 rows on this city's file carry no named tropical system and no named nor'easter. FEMA's adjusters left the event field blank on 466 of them, wrote the single word "Flooding" on 22, and "Torrential rain" on another 12. Those are not small events that happened to be recorded oddly. They are the ordinary flooding of a dense, almost entirely built-out city, where rain that would soak into a lawn somewhere else has nowhere to go but a drain that is already full.
This matters practically, and in a way that is easy to get wrong. After a named storm there is a machine: a declaration, a deadline, assistance programmes, neighbours comparing notes, contractors everywhere. After an unnamed Tuesday there is none of that. The building is just as wet, the same decisions have to be made on the same clock, and there is nobody to compare notes with.
So the honest advice for this city is to treat the ordinary event exactly as seriously as the famous one, because the material does not know the difference. Water that has been standing in a cellar overnight is not less contaminated because the storm had no name, drywall does not wick less, and a joist bay does not dry faster. The determination that actually matters — whether what came in counts as grossly contaminated, which decides how much of the building leaves in a skip — is made by inspecting the water, not by reading the forecast. The other half of the same point is the record. With no declaration there is no external timeline forcing anybody to write anything down, so the documentation is whatever we and you make it. The claim file counts insured LOSSES, not buildings: a building flooded four times appears four times, and a building with no flood policy never appears at all. The occupancy codes come in two vintages — FEMA renumbered them for Risk Rating 2.0 — so 1 and 11 both mean single-family and 2 and 12 both mean a 2-to-4-unit building, and they are added together here rather than reported as separate categories. The 494 rows with no basement code are shown rather than dropped, because dropping them would move the finished-basement share to a number the file does not support.
Almost exactly half of these cellars were finished, and that is the first thing to establish
Of the 1,337 Jersey City claims that carry FEMA's basement code, 618 are on a finished basement and 583 on an unfinished one. Another 117 are on a building with no basement at all and 19 on a subgrade crawlspace. A 618-to-583 split is as close to even as this field gets anywhere, and it is worth noticing because those two answers describe two jobs that share almost nothing beyond the pump.
On the unfinished side there is very little to remove and a great deal to measure. The walls are masonry and the floor is a slab, and both give their water back into the air of the room for weeks after they feel dry to the hand — so the work is mostly conditioning air, monitoring, and being patient long past the point at which the space looks fine. What it holds instead of finishes is the mechanical plant, and that is judged on its own.
On the finished side there is a great deal to remove and a decision to make about how much. The wall you can see is not the assembly that has to dry: there is a stud bay behind it with insulation in it, and that insulation holds water the painted surface gives no sign of. How far up the material has to come away so that what is left can dry is settled with a meter and the trim off, not by looking at the room — and "it looks fine" is the single most expensive sentence anybody says in a finished cellar.
So the first real decision on a Jersey City job is not how many machines to bring. It is which of those two buildings you are standing in, and the answer is often mixed inside one house: a finished front room and an unfinished mechanical half behind a partition, drying at different rates behind a door somebody keeps closed. Establishing that in the first hour is what stops the second half being discovered in week three. One thing about this city's building stock sits behind both versions. Nearly three in ten homes here date from 1939 or earlier and more than half from before 1980, so pre-1978 paint and pre-1980 flooring lie on the far side of most walls and floors that have to be opened. What the law requires before that material comes out is identical in every municipality in the state and is written out in full one level up — and in a shared building it is also the reason an apparently small job takes longer than the room suggests. That is worth hearing at the estimate rather than on the third day.

It was just a heavy rain, not a hurricane. Is that even worth calling about?
Yes, and the file says why: more than a quarter of the flood claims on record in this city name no storm at all, so the ordinary rain is not the unusual case here — it is the common one. What matters is not how the weather was labelled but three things about your building. How long the water stood, because standing water moves into material with time rather than all at once. What it touched, because a cellar with the boiler and the panel in it is a different problem from a cellar with boxes in it. And what it was, because water that has come up through a drain rather than in off the yard is treated differently, and that determination is made by inspecting it.
