Take every New Jersey municipality with at least a thousand housing units — 479 of them — and divide each one's flood claims by its homes. Lincoln Park comes fifth. Above it sit Sea Bright, Beach Haven, Monmouth Beach and Long Beach Township, and every one of those four is on the Atlantic Ocean. Lincoln Park is more than thirty miles from salt water.

The raw numbers behind that are 3,367 National Flood Insurance Program claims against 4,050 housing units — 831 claims for every thousand homes in the borough. By claim count alone it is twelfth of the 654 rated communities in New Jersey's claims file. Of the eleven communities above it, ten are on the ocean or on a bay; the eleventh is Wayne, which the Weather Service's own flood text pairs with this borough sentence after sentence.

And it is largely unremarked. More than half this borough's claims — 1,777 of 3,367, or 52.8 percent — carry no storm name at all: they are filed blank, or as "Flooding", "Torrential rain", "Late winter storms" or "Not a named storm". Hurricane Sandy produced four. This is a place that floods steadily, on weather nobody names, and it does it more often per house than almost anywhere else in the state.

Three gauges, and not one of them will tell you what is coming

For a borough that floods this reliably, the public warning apparatus here is in an odd state, and it is worth knowing before the next storm rather than during it.

There is a gauge inside Lincoln Park. Beaver Dam Brook at Lincoln Park is live, it is reporting, and the US Geological Survey has 14 annual peaks for it, the highest 10.65 feet in December 2023. What it does not have is a single flood category — no action stage, no minor, no moderate, no major — and not one impact statement. Nothing in the public record says what any reading on it means for any building.

There are two more gauges whose published impact statements name Lincoln Park streets directly, and they are the useful ones. The gauge listed as "at Midwood" publishes seven. At 7.1 feet Midwood Road begins to flood; at 8.8 feet Ryerson Road begins to flood; at 9 feet, "Evacuations start in the “Grove” section of Lincoln Park." At 11.5 feet Riveredge Road floods, and at 12 feet: "First floor residences take on water in the “Grove” section of Lincoln Park. Route 202 between Wayne and Lincoln Park is closed due to flooding. Fayette Avenue area of Wayne floods. Neighborhoods along Riveredge Road flood." The gauge listed as "at Ryerson" publishes four more, including this one at 13 feet: "Homes along Ryerson Avenue and Brannvall Street flood. Additionally, water backs up through the storm drains near the Ryerson Avenue and Dehart Road intersection."

Both of those gauges are marked out of service. The Weather Service's own note on each reads "Gage is currently out of service.", and the single historic crest either one holds is from April 2007. So the borough's most specific published flood knowledge — the street-by-street ladder, the named neighbourhood, the storm drains backing up at a particular intersection — is attached to two instruments that are not currently reporting.

Which leaves a gauge in another county. The Passaic River gauge downstream in Passaic County is live, and its impact statements reach back up here: at 7 feet, "Minor flooding begins in Lincoln Park, Wayne and Little Falls." At 9 feet the statement opens, "Widespread flooding occurs throughout Lincoln Park and Wayne with many evacuations." That is the number to learn if you own a building here, and it is worth saying plainly why: it is the only in-service gauge in the region whose published text tells you what is about to happen in this borough.

The newest flood map in New Jersey, over the oldest problem

Lincoln Park's effective flood insurance rate map is dated 19 August 2025. Of the 523 New Jersey communities that carry an effective map date in FEMA's status book, that is the newest date in the file — shared with six other Morris County communities, and not beaten anywhere in the state. If you are being quoted a flood zone here, it was drawn recently, which is more than most of New Jersey can say.

The borough also holds a Community Rating System class of 5. That is FEMA's reward for a municipality's own floodplain work, paid as a discount on federal flood insurance premiums: 25 percent inside the mapped high-risk zone and 10 percent outside it. Twenty-one of the 560 New Jersey communities in FEMA's book hold class 5, and only three hold anything better — Avalon, Sea Isle City and Ocean City, all of them in Cape May County.

Behind the rating is a long programme of individual buildings. FEMA's hazard-mitigation record shows 159 properties here acquired and demolished, 36 raised, and one more acquisition of vacant land. In a borough of 4,050 housing units that is a real dent — and the claim file shows how much work there was to do. 2011 alone produced 928 claims, more than a quarter of everything on record. Behind it, unusually, sits 1984 with 401 — a flood old enough that most current owners were not here for it, and large enough that it is still the borough's second-worst year forty years on.

None of which is the same as being finished. Good maps and a good rating change what a policy costs and what a new building has to do. They do not change what happens to the 2,258 claims' worth of below-grade space this borough has already recorded.

How the two ranks were tested, and what they do not mean. Every New Jersey row of FEMA's claims file was pulled to exhaustion — 202,340 of them — grouped by rated community number rather than by name, and joined to census housing-unit counts for all 564 municipalities. The rate is claims from 1978 to 2024 over housing units counted in 2020-2024, so it is a measure of how heavily this borough has drawn on the flood insurance programme per home, not a probability attached to any particular house. Repeat claims on the same building count every time, which is part of the point: the same buildings keep flooding.

What a borough that floods this often actually needs done

Of the 2,293 claims here that record what is under the building, 2,258 are on a basement, an enclosure or a subgrade crawlspace, and 686 of those below-grade spaces were finished. That is the working reality: below-grade rooms, often finished, in housing that is a little over half pre-1980, taking water on a cycle measured in years rather than decades.

What has to be removed is settled by where the water came from, not by how deep it got. Water that has crossed ground or come up through a sanitary line carries what the ground and the line carried, so porous material that absorbed it and cannot be cleaned and dried to a documented standard is removed rather than dried in place — carpet and pad, the lower band of drywall, the insulation behind it, particle board. Water from a clean supply line, caught early, is often a drying job. That distinction is the first thing worth establishing, and it is not settled by how deep the water was.

In a finished basement the finish comes off before the structure behind it can dry at all, because a stud bay holding wet insulation behind intact drywall will not dry through the drywall in any useful time. Then the structure is dried to a measured endpoint rather than to the touch, and what a measured endpoint is, together with how contaminated water is classified and what the law requires before and during the work, is on the hub page for the whole state rather than restated here.

The part that is specific to a borough with this claim history is the rebuild, and it is the conversation most contractors skip. When a room has flooded in 1984 and 1999 and 2007 and 2010 and 2011, rebuilding it exactly as it was is a decision, not a default. What goes back onto the floor, what gets mounted off it, where the mechanical equipment lives and what the finishes are made of are all choices available while the wall is open and gone once it is closed. Whatever is decided, get that in writing first: what comes out, what stays, and what goes back.
