Water Damage Restoration in Morris County, NJ

Morris is where New Jersey's rivers start, and where reservoirs and dams decide what they do next. Water out, structure dried, mold remediated, sewage and flood water cleaned up, and the building put back.

The Passaic, the Rockaway, the Whippany and the Pequannock all rise or run in Morris County, and none of them is big yet. That is the first thing to understand about water here: this is the top of the system, not the bottom of it, and what the rivers do is shaped less by their own size than by the reservoirs and dams sitting in them.

It shows up in the instruments. Eighteen National Weather Service river gauges carry a Morris County code, more than any New Jersey county except Somerset, and reading what they measure — and what the US Geological Survey says about the measurements — tells you more about flooding here than any map of the floodplain does.

What it does not tell you is where most Morris water damage actually comes from, which is not a river at all. That comes at the end of this page. The same river, measured either side of a reservoir

Two US Geological Survey gauges sit on the Rockaway River about three river miles apart at Boonton. One is above the Boonton Reservoir and drains 116 square miles. The other is below it and drains 119. Three square miles of difference, and a reservoir in between.

Now the part almost nobody looks at. Every USGS annual peak comes with qualification codes, and two of them say the flow was affected by regulation or diversion. Below the reservoir, all 114 annual peaks on record — every single one from 1903 to 2025 — carry one of those codes. Above it, not one of the 88 peaks from 1938 to 2025 does.

That is the county in one comparison. Downstream of the reservoir, what the river does in a storm is partly an operating decision; upstream of it, the river does what the rain tells it to. If you live below a reservoir or a dam in this county — and a great many people here do — the flood you get is not purely a weather event, and the historical record for your stretch of river is not a clean natural series. It is a record of a managed river, and the agency that publishes it says so on every row.

It also means a specific, practical thing about comparing numbers. A discharge below the Boonton Reservoir cannot be read straight against a discharge above it, because they are not measuring the same kind of quantity. Anyone quoting you a river statistic in this county should be able to say which side of the dam it came from.

In this county the river usually reaches you through a drain

The Weather Service's flood-impact statements are written by people who have watched these rivers flood, and in Morris County they keep describing the same mechanism. At 8 feet on the Rockaway below the reservoir: “Due to high water on the Rockaway River, water backs up through storm drains and flood portions of Lancaster Avenue, Normandy Drive, Buckingham Circle, Sheffield Place, Manchester Drive and Konner Avenue in Montville. High water on the Rockaway also backs up Hatfield Creek in Montville and causes additional flooding on Lancaster Avenue.”

And at 6 feet on the gauge above the reservoir: “Main Street in Rockaway is flooded. Jackson Avenue in Rockaway is flooded. Water backs up and comes through the sewer system. Main Street in Denville begins to flood. Gardner Park in Denville experiences significant flooding. Football and baseball fields are submerged in several feet of water. Portions of Boonton Township begin to flood.” Two gauges, two different rivers' worth of drainage, and both statements name a drain or a sewer rather than a bank.

That is the single most useful thing on this page for a homeowner. A river that is high enough to back up the storm system will put water into a basement that is nowhere near the water, through the floor drain, through the sewer line, through whatever the lowest opening is. You do not have to be able to see the river. What arrives that way has been in a drain, which changes what it is and therefore what has to come out rather than be dried — the statewide page explains how that determination is supposed to be made, and why it should be in writing before the first wall is opened.

The same gauge records where the trouble starts before it reaches houses. At 5.5 feet: “The main parking lot at St. Clare's Hospital begins to flood.” At 7.7 feet on the gauge below the reservoir: “Change Bridge Road in Montville, north of Woodmont Road and south of Stiles Lane, floods. River Road in Montville floods near Condurso's Garden Center. Both roads are closed.” Worth reading for your own stretch, in daylight, before you ever need it.

The worst flood on record is a different year depending where you stand

On the Passaic River at Pine Brook, which drains 349 square miles by the time it gets there, the highest water level ever recorded was 24.12 feet on 30 August 2011 — the highest of 61 annual peaks going back to 1903. But the largest flow ever recorded there was not in 2011. It was 8,000 cubic feet per second on 7 April 1984, against Irene's 7,110. The 1984 reading is flagged as backwater-affected, which is part of why the level was lower while the flow was higher, and it is exactly the kind of thing that gets lost when somebody says “the worst flood was”. The worst by what measure?

Twenty-odd miles upstream on the same river, at Chatham, the answer is a different decade entirely. The record there is 2 August 1973 at 9.36 feet and 3,380 cubic feet per second, first among 96 annual peaks from 1903 onwards, with the remnants of Ida on 1 September 2021 second. On the Pequannock at Riverdale, the record is 5 April 1984 at 13.60 feet and 8,000 cubic feet per second, the largest of the 20 peaks in that series. On the Whippany at Morristown, which drains just 29.4 square miles, it is 28 August 2011 at 9.58 feet, out of 104 peaks going back to 1922.

One caution about how you look these up, because it bit us. The Weather Service crest list and the USGS annual peak series for the same station are two different documents, and for the Rockaway gauge above the Boonton Reservoir they disagree by five feet: the Weather Service list begins in recent years and tops out at 4.71 feet, while the USGS series puts the record at 9.31 feet on 28 August 2011. Neither is wrong — they cover different periods and are kept differently. Every figure in this section is from the USGS annual peak series, and if somebody quotes you a river record it is fair to ask which of the two they read.

Thirty-six communities, twenty-seven different flood maps

Bergen, Passaic and Hudson are each mapped as a single county-wide product: every community in them shares one effective flood map date. Morris does not work that way at all. Its 36 entries in FEMA's Community Status Book carry 27 different effective map dates, the oldest 3 May 1974 and the newest 19 August 2025 — a fifty-one-year spread inside one county.

That is worth knowing before you accept anybody's statement about what zone a Morris property is in. The lines were drawn at wildly different times using wildly different data, and two neighbouring townships can be working from maps half a century apart. The construction office is where that gets settled, and it is a phone call rather than a discovery made halfway through a rebuild.

Thirty-five of the 36 take part in the flood insurance program. The exception is Kinnelon, recorded as sanctioned since 18 June 1977 — the second-oldest sanction in New Jersey and one of only six in the state. Federal flood insurance cannot be written on a property in a non-participating community, so a Kinnelon homeowner has no NFIP option at all, which is a thing to establish with your own carrier well before there is water on the floor.

Six Morris communities hold a Community Rating System class and five of them earn a premium discount inside the mapped high-risk zone. Pequannock Township is among the best in the state at class 5 and a 25 percent discount, with Denville and Long Hill at class 7 and 15 percent and Riverdale at class 8 and 10 percent. Two Morris communities sit in that top class 5 tier, which for a landlocked county is unusual — most of New Jersey's class 5 communities are at the shore.

The sixth row is a gap in FEMA's file rather than a finding about Morris County. The penetration data set reports 1,481 residential policies in force inside the Special Flood Hazard Area here and gives the number of residential structures in that area as zero, which cannot be true and leaves the rate field empty. It means the inside-the-zone take-up figure that exists for every other county cannot be computed for Morris; it does not mean there is nothing standing in the mapped zone. The countywide rate of 1.45 percent is on a complete denominator, which is the point of the row; it is third-lowest of the eight counties with a page here, behind Middlesex at 1.18 percent and Somerset at 1.35.

9,463 claims, and one field in them that cannot be taken at face value

What follows counts insured buildings only — claims coded to Morris County in FEMA's file, 1978 to 2026, on the API's own row count. 8,103 of the 9,463 closed with a payment on the building, the contents or increased cost of compliance, and about $201 million has been paid. With countywide take-up at 1.45 percent, this is a small insured sample of a much larger number of wet buildings, and it should be read that way.

2011 is the worst year at 2,971 claims, with Hurricane Irene accounting for 2,208. After that the list stops looking like a hurricane list. 1,553 claims — one in six — are filed under FEMA's unnamed label, simply “Flooding”. 1984 produced 1,081 and the March 2010 nor'easter 854. Hurricane Sandy, by contrast, produced 43 claims in this entire county. Whatever floods Morris, it is generally not the thing that floods the coast.

Now the field to be careful with. 1,754 Morris claims are coded to tidal water overflow, in a county that has no tidal water anywhere in it — the lowest river in Morris runs well above the head of tide on the Passaic. That is not a scandal and it is not a reason to distrust the file; it is a reminder that the cause code records how an adjuster filled in a box during a catastrophe, not a hydrologic finding. Alongside it, 3,783 claims are coded to rainfall or snowmelt accumulating and 3,660 to a stream, river or lake leaving its banks — those two are close enough that neither mechanism can be called the county's main one.

One number here is unlike its neighbours and says something real. Only 163 of the 9,463 Morris claims are on a building recorded as having no basement, enclosure or crawlspace at all — 5,484 are on a basement or enclosure and 234 on a crawlspace, with the field blank on 3,582. Where the field is filled in, it is almost always filled in with a below-grade space. That is what the housing is, and it is where the work is.

Most Morris water damage has nothing to do with a river

Everything above is about rivers because that is what this county is measured for. But the calls are not mostly rivers. On this housing stock and this geography, the ordinary causes are a failed sump in a wet spring, a water heater or a supply line letting go, a split pipe in an unheated part of a larger house, a washing machine hose, and groundwater finding the seam between a slab and a foundation wall. None of those appears in a flood claim file, none of them is covered by flood insurance, and all of them make a basement exactly as wet.

Morris housing is also newer than its neighbours', by the measure that matters most once a wall is opened: 24,763 units here — 12.4 percent — date from 1939 or earlier, against 28.8 percent in Passaic and 29.7 in Hudson. On the pre-1980 line it is 124,508 of 199,506 units, 62.4 percent, essentially the state average and well under Passaic's 77.4. That helps and it does not exempt anybody. It means a Morris basement is somewhat less likely to raise a lead or asbestos question than a Paterson one, and “less likely” is not a plan. The way to find out is to identify the material before the demolition starts rather than after, and the statewide page sets out what the rules actually require in each case.

The work itself is the same list everywhere on this site: get the water out, take out the material that cannot be dried in place, dry the structure until the readings stop changing rather than until the surface feels right, remediate mold where wet material has already grown it, and rebuild — by the same company that did the drying, which is the practical reason the drying gets documented at all. It is paid for by an insurance claim or directly by you, and in this county, given the take-up rate, it is usually the second.

Two things worth doing before you call anybody. Photograph every affected room before a thing moves. And if the water arrived through a floor drain rather than a window well, say so on the call — it changes the first question we ask you, and it is the difference between drying a room and drying a room twice.

  • Find out which side of a reservoir or dam your stretch of river is on before you compare any flood statistic about it.
  • If water comes up through a floor drain, it has been in the drain system, and that changes what can be dried and what has to come out.
  • Your municipality's effective flood map may be decades older or newer than the next town's; the construction office has the current one.
  • Kinnelon is not in the flood insurance program, so no NFIP policy can be written there.
  • A flood policy and a homeowners policy cover different events, and neither one covers a failed appliance and a burst pipe the way the other does. Ask your own carrier, in writing.

Common questions

  • Water came up through the basement floor drain and the river is nowhere near me. How?

    That is the commonest way water gets into a Morris basement, and the Weather Service documents it at two separate Rockaway River gauges in its own flood-impact text — water backing up through storm drains and through the sewer system while the river is high. A drain is a two-way pipe. When the system it empties into is full, the lowest opening in your building becomes the outlet. It also matters for what happens next, because water that has been in a drain is not the same as rain off a roof, and porous material that has soaked it up generally comes out rather than gets dried.

  • My town says I am not in a flood zone. Is the map current?

    It may be, and it may be half a century old. Morris County's 36 NFIP communities are on 27 different effective flood map dates, running from 1974 to 2025, so unlike Bergen or Passaic there is no single county-wide map here and neighbouring townships can be working from very different vintages. Your municipal construction office holds the effective map for your town and can tell you its date. Worth knowing that only 1.45 percent of this county's residential structures carry a flood policy at all — and that a failed sump or a burst pipe, which is what most Morris water damage actually is, would not be a flood claim in any case.
