Middlesex County is usually described, correctly, as a county that floods two unrelated ways: tide pushing up the Arthur Kill and the lower Raritan into Perth Amboy, Woodbridge, Sayreville and South Amboy, and rain running off sandy ground into the inland brooks. What is worth adding is where the largest file actually sits. FEMA holds 1,125 National Flood Insurance Program claims for Middlesex borough — more than any other of the twenty-five communities in this county with a claim file, ahead of Woodbridge on 730, South River on 429 and Sayreville on 367. By dollars paid it is first as well, at $34.3 million against Woodbridge's $20.5 million. And fifty-five of those 1,125 claims are coded to tidal water. Five hundred and fifty-eight name a stream, river or lake leaving its banks.

This is a borough of about five and a half thousand houses on the Bound Brook and the Green Brook, fifteen miles inland from any tide, and it holds the biggest flood claim file in a county whose reputation is entirely tidal. What follows is that file, the instrument that measures it, and what the work is here. The borough's name appears twice in the gauge network, and neither time means the borough

Search every impact statement the National Weather Service publishes on every gauge in New Jersey for the word "Middlesex" and there are two hits. Both are on the Arthur Kill gauge at Perth Amboy, and both are the Weather Service's standard coastal text — the template it uses on tide gauges all along this shore, with place names dropped in. In these two the place name is Middlesex COUNTY: they describe roadways flooding near the Arthur Kill, the lower Raritan, the Raritan Bay and the tidal tributaries, which is a description of the far side of the county and has nothing to do with this borough. A resident here who goes looking for their town in the published flood text will find those two sentences, and will be reading about somewhere fifteen miles away.

There is one more instrument with the name on it, and its story is stranger. USGS station 01403900 is called "Bound Brook at Middlesex". The Weather Service knows it as MDSN4. It is switched on. And the Weather Service files it under SOMERSET County, not Middlesex — its published coordinate, checked against the Census Bureau's geocoder, returns Green Brook township in Somerset County. That is why the county page leaves it alone and why the Bound Brook water page left it alone too: on the published metadata it is not a Middlesex County gauge at all.

So the gauge is named for this borough and filed under a different county, and that could easily be the end of it. Except that its crest list does not behave like a gauge in somewhere else.

Twelve crests, and they are this borough's storms

MDSN4 has recorded twelve crests since 1992. The five highest are 14.11 feet on 2 September 2021, 14.01 feet on 28 August 2011, 13.54 feet on 17 September 1999, 13.14 feet on 14 March 2010 and 12.10 feet on 16 April 2007.

Now read this borough's claim file by event. Hurricane Irene, August 2011: 255 claims. Hurricane Floyd, September 1999: 178. The March 2010 northeaster: 159. Hurricane Ida, September 2021: 151. The April 2007 northeaster: 91. The same five storms, in the same five weeks of the calendar, on both lists.

The orders are not identical and that is worth saying plainly rather than glossing over. On the gauge, Ida is the highest crest and Irene is second; in the claim file, Irene produced a hundred more claims than Ida. A crest is a height at one point on one stream, and the number of claims depends on how much water went where, for how long, and into how many insured buildings. Two true records of the same storms can rank them differently — which is a useful thing to know before somebody quotes a single number at you as though it settled anything.

What the match does establish is that this gauge is measuring this borough's floods, whatever county the metadata puts it in. It is also the only instrument that is. And it is a very thin instrument. It publishes an action stage of 8.5 feet and minor flooding at 9 feet, and then nothing: no moderate stage and no major stage are defined at all. Its own record of 14.11 feet is more than five feet above the highest category it publishes. It carries no impact statement either — not one sentence naming a road at any reading.

The practical consequence is blunt. A forecast for this gauge can tell you the brook will reach thirteen feet, and the published record offers no category for thirteen feet and no sentence about what thirteen feet does. What is left is your own building's history, and the fact that the last five times this instrument went over twelve feet, this borough filed between 91 and 255 flood claims.

Eighteen houses bought and demolished, none raised, and no floodplain rating at all

The federal government keeps a record of every building it has helped to buy out, to raise or to floodproof. For this borough that record holds eighteen properties, and every single one of them is an acquisition and demolition — a house bought and taken down. Not one elevation. All eighteen were single-family houses, all under the Hazard Mitigation Grant Program, across program years 2011 to 2020.

That is a coherent policy and it is the opposite of the one applied on the coast, where the answer is almost always to lift the building and keep the lot in use. On an inland brook with a floodplain that is mostly ordinary residential lots, buying the worst of them and leaving the ground empty is cheaper and more permanent. Eighteen out of roughly five thousand eight hundred housing units is not a transformation of the borough, but it is the whole of its structural answer, and it means that what is left standing is still standing where it was.

Alongside that sits a blank. This borough holds no Community Rating System class at all. That programme grades a municipality's own floodplain work and pays the grade back as a discount on flood insurance premiums inside the mapped high-risk zone; only 109 of New Jersey's listed communities hold any class, and this borough is not one of them, so its residents get nothing from it. Three Middlesex County municipalities do hold a class, and none of the three is this one. The flood map in force here carries an effective date of 6 July 2010.

Put those two facts beside the claim file and the picture is plain: the largest flood file in the county, eighteen buildings removed, no rating, and a gauge with no published categories above minor. Whatever gets decided in a wet basement here gets decided by the person who owns the building. Which is an argument for deciding it deliberately, with the wall open and a written record being kept, rather than quickly.

How the county comparison was made. Every New Jersey row of FEMA's claims file was grouped by rated community number rather than by name, giving 654 numbered communities, and the county set is the 25 whose Community Status Book county field reads MIDDLESEX COUNTY — the Status Book's field rather than the claim rows' county code, which FEMA miscodes. Cause codes are counted individually and never as a partition, because FEMA's dictionary allows more than one on a claim. And the gauge's county assignment is the Weather Service's own: its published coordinate returns Green Brook township, Somerset County, from the Census Bureau's geocoder. The case for reading MDSN4 as this borough's instrument rests on its crest list matching this borough's claim record, not on the name it carries.

What the work is in a full-basement house on a brook

Seven hundred and sixty-three of this borough's claims record what is under the building, and 705 of those are a basement or enclosure — 420 unfinished and 285 finished. Better than eight in ten claims are on a single-family house. Nearly three quarters of the housing stock went up before 1980 and very little of it before 1940. That is a postwar borough of full-basement houses, and it makes the job here a specific and fairly predictable one.

The finished ones are the slow half, and the reason is invisible from the doorway. Water wicks up behind the base trim into the bottom of the drywall, then into the stud cavity, and the insulation in that cavity holds it. The wall reads dry to the hand while the cavity behind it is not, and a dehumidifier in the middle of the room does nothing for a closed cavity. So the decision that matters is how far up the wall the material comes off so that what is left can actually be dried — and it gets made with a meter and the trim already removed, not from the stairs.

The unfinished ones are slower than they look for a different reason. A masonry cellar wall and an old floor slab absorb a large volume of water and give it back to the air of the space over weeks, and they look identical wet and dry once the surface has had a day. There is nothing to tear out, so there is no visible progress, and the temptation to call it finished and shut the door is strong. That is exactly the case where drying is judged by instrument rather than by eye: readings in the same places at the same times until they stop moving.

Two more things are particular to a brook borough rather than a coastal one. The first is that the water has run across ground before it reached the building, so the category of it is settled by inspecting the water and the materials rather than by reading the forecast, and that determination decides what leaves in a skip rather than being dried in place. The second is silt: river and brook water leaves it behind, which makes cleaning a real stage of the work with its own hours in it rather than a tidy-up at the end.

And because a full-basement house puts the boiler, the water heater, the panel and usually the laundry on the cellar floor, equipment is frequently the largest single item in the scope. Anything that has been submerged is assessed on its own and generally replaced rather than dried and restarted. That is the item that sets the date the heat comes back on, and it is worth having in writing before anything is ordered.
