The Hackensack River gauge in this borough — NMLN4 to the Weather Service, 01378500 to the US Geological Survey — publishes three flood-impact statements, at 6, 8 and 10 feet. Three is not many. What makes them worth reading closely is that all three describe the same four streets.

Columbia Street, Harvard Street, Pine Avenue and Lenox Avenue appear at every rung. At 6 feet they have minor flooding along them. At 8 feet there is water into the homes on them. At 10 feet people are being evacuated out of those homes. The list of places never changes; the verb does. There are very few documents anywhere that tell a homeowner as plainly what an extra two feet of river means at their own front door.

Behind those three sentences is the largest amount of money FEMA has paid into any Bergen County community that holds no floodplain rating of its own: 824 National Flood Insurance Program claims from 1979 to 2026, 753 of them closed with a payment, $30.8 million in all, in a borough of about 6,400 housing units.

Two feet is the whole distance between water in the street and water in the house, and another two takes it from water in the house to people leaving it. On a river draining as much ground as this one, two feet is not a long time. That is the single most actionable number on this page: if the forecast for this gauge is at 6 and rising, the difference between a wet garden and a wet living room is a margin you can measure on a ruler.

It also tells you something about the rest of the borough. Three statements naming six roads is a narrow strip of ground, and most of New Milford is not on it. The claim file is much wider than those six roads, which means a good deal of what floods here is not the river arriving over its banks at all but water that could not drain, and that kind does not announce itself on a gauge at any reading.

If you look up this station's flood history on the Weather Service's own page you get a list of ten crests. The largest is 12.36 feet in the April 2007 nor'easter. Its highest entry for 2011 is 7.35 feet, dated the 7th of March.

The US Geological Survey has recorded an annual peak at this station every year since 1922 — 102 of them — and its entry for 2011 is 11.84 feet at 10,500 cubic feet per second on 28 August, Hurricane Irene. That is the second-largest peak in a hundred and two years, and it is not on the crest list.

There is no conspiracy in that. A crest list is a curated set of notable readings maintained for forecasting, and the annual peak series is a systematic record of the highest reading in each water year; things fall out of the first that are in the second. But the consequence for a homeowner here is real, because the curated list is the one that comes up first and the one a neighbour will quote at you, and on that list the storm most people in this county remember simply is not there.

Read the long series instead and the pattern is plain and recent. Four of the 102 peaks reach the 10-foot major flood stage: April 2007 at 12.36 feet, Irene in August 2011 at 11.84, Floyd in September 1999 at 11.45 and Ida in September 2021 at 11.03. All four are since 1999. Fifteen of the 102 reach 6.5 feet. Whatever this river did in its first seventy-seven years of record, the four biggest things it has done, it has done in the last twenty-seven.

The mitigation figure is the ZIP-verified one. FEMA's file also carries two further rows for this borough under a transposed ZIP and one under a misspelled city name, which would put the total at 68; 65 is what survives a check against the borough's own claim ZIPs and is what is published. "Compliance" is the increased-cost-of-compliance line in FEMA's claims file, which is a coverage that pays toward bringing a substantially damaged building up to current code — $53,230 of it has been paid here, which is a very small share of $30.8 million and is shown for completeness rather than as advice.

The most money, the most buyouts, and no rating at all

Three facts sit side by side here and they are worth putting in one place.

First, the money. $30.8 million has been paid on flood claims in this borough. Of the 59 Bergen County communities with claims that hold no Community Rating System class, none has been paid more, and among the 434 such communities statewide only nine have. That class is the federal scheme that gives a municipality's property owners a premium discount inside the mapped high-risk zone in return for floodplain work the municipality does itself; New Milford does not hold one, so no discount is earned here.

Second, the buyouts. FEMA's record of every building the federal government has helped buy out, raise or floodproof holds 65 properties for this borough — 64 bought and demolished, one raised. That is more than any other municipality in Bergen County, more than double the next, and between this borough and Westwood the two of them account for most of the county's entire mitigation record.

Read together those two say something specific rather than contradictory. The structural response here has been to remove buildings rather than to rate the floodplain, and 64 removals is a lot of removals — but it is 64 against 824 claims, so the great majority of the buildings that have flooded in New Milford are still standing and still flooding. That call is made with the trim already removed and a meter in the cavity, not from the top of the stairs, and a contractor who makes it from the doorway is guessing.

The floor is the other half. Carpet and pad over a slab is straightforward. Plank flooring over an underlayment traps water between two layers that both resist drying, and a slab that sat wet under a sealed floor keeps releasing moisture into the room for weeks after the surface reads dry. Where the finish went down over sleepers there is a cavity underneath it, and a cavity nobody opened is where a smell comes from the following spring.

Then there is what the age of the house requires. Pre-1978 paint and flooring laid up to 1980 both carry federal obligations that an emergency shortens rather than removes, and asbestos is licensed work in this state that we do not do ourselves. What each of those regimes actually demands, and exactly where the emergency exception stops, is the same in every municipality and is written out in full on the statewide page. In a borough where 88 percent of the stock is old enough for it to apply, the safe default is to assume it does and let the testing say otherwise.

And the part that is only worth deciding here: the gauge says two feet separates minor flooding on those four streets from water in the houses on them, and the USGS series says this river has reached major flood stage four times since 1999. That is a repeat-event profile, and it argues for making the rebuild a decision rather than a restoration — how high absorbent material starts, what the lower walls are made of, where the mechanical equipment ends up. It costs far less to answer while the wall is open, which is why it is worth raising at the estimate rather than at the end.
