Water Damage Restoration in Bergen County, NJ
Two different rivers put water in Bergen basements, and they behave nothing alike. Extraction, structural drying, mold remediation, sewage and flood cleanup and the rebuild after it — from a shop inside the county.
Bergen County has more National Flood Insurance Program claims on record than any New Jersey county that does not front the Atlantic Ocean: 14,477 since 1978, fifth of the 21 counties behind only Ocean, Cape May, Atlantic and Monmouth. It earns that rank without a coastline, and the reason is that two entirely separate water systems share the county and neither one is the other's warning.
In the north and west, small streams come off the Ramapo and Watchung front and crest within hours of the rain that caused them — the Saddle River, Hohokus Brook, the Pascack, the Ramapo itself. In the south and east, the Hackensack widens into a tidal river and its flood stages are published against sea level rather than against a riverbed. A homeowner in Mahwah and a homeowner in Little Ferry are not watching the same thing, and they do not get the same amount of notice.

One county, two water systems, two amounts of warning
Twelve National Weather Service river gauges carry a Bergen County code, and they sit on five different waters: the Saddle River, Hohokus Brook, the Pascack, the Ramapo and the Hackensack. That is an unusually dense gauge network for a county this size, and it exists because these streams rise fast enough that a forecast measured in hours is worth something.
The Ramapo and the Saddle drain steep ground and get to your street quickly. Hohokus Brook at Ho-Ho-Kus goes from its action stage of 2.5 feet to major flooding at 7 feet, a span of four and a half feet, and the Saddle River at Upper Saddle River covers the whole distance from action to major in a foot and a half — 4 feet to 5.5 feet. A river with a foot and a half between nothing-much and major flooding is a river that does not give you an afternoon to decide.
The bottom of the county is a different animal. The Hackensack River gauge at Hackensack city publishes its flood stages in MLLW — mean lower low water, a tidal datum — at minor 7.8 feet, moderate 9.1 and major 10.6, over a drainage area of 131 square miles. A number in MLLW is measured from an average of low tides, not from the bed of the river, which is why a Hackensack reading cannot be compared with a Ramapo reading even though both are printed in feet. Down here the water can be brackish, it arrives with the tide as much as with the rain, and it can come back on the next cycle.
One naming trap worth carrying into any conversation about the Pascack. The National Weather Service labels the Park Ridge and Westwood gauges the “Pascack River”; the US Geological Survey names both of those same stations “Pascack Brook”. Same water, two official names, and search results split between them.
What the gauges say happens, in the Weather Service's own words
Flood-stage impact statements are the most useful public documents almost nobody reads. For each gauge the Weather Service publishes what is under water at a given reading, street by street, and it does it in plain language. If you live near one of these waters, the statement for your gauge tells you what a forecast number means for your block before it happens rather than afterwards.
They are worth quoting exactly, because paraphrase is where the precision goes. At 12 feet on the Ramapo at Mahwah: “Major flooding along Route 202 and Route 17 intersection. Road closed. Flooding along Riverview Drive and along Halifax Road and Bridle Path Lane. Flooding on Brakeshoe Place, Brook Street and Catherine Avenue.”
At 7 feet on Hohokus Brook: “Franklin turnpike is flooded from Maple Avenue to Hollywood Avenue. Major flooding occurs on Marshall Street, warren place, east Glen Avenue and east Ridgewood Road. Hollywood Avenue near north franklin turnpike is flooded with 1 foot of water.” At 5.5 feet on the Saddle River at Upper Saddle River: “Road closed due to major flooding at the intersection of West Saddle River road and East Allendale Road. Major flooding at Water Fords Gardens. Road closed due to major flooding on Lake Street between East and West Saddle River road. Lions Memorial Park under water.”
The Ramapo gauge at Oakland reads, at 17 feet: “Major flooding along River Road and Riverside Drive. Water into homes along River Road. Moderate flooding along Center Street, Park Drive, West Street adn Spring Avenue.” The transposed “adn” is in the Weather Service's own text and is left as published rather than tidied, because a quotation that has been quietly improved is no longer a quotation.
The single statement on the Hackensack gauge at River Vale is the one that names the thing this page is about. At 12 feet: “Record flooding. Flooding along Westwood avenue near Clauss lane. Water into basements. Street closed.” Four sentences, and the third is the job.

Stages are National Weather Service flood categories; peaks are the US Geological Survey annual peak series for the same station, read 17 September 2026. The two sources can disagree slightly on the same event — the Weather Service crest list puts Mahwah's 2011 peak at 15.78 ft against the USGS 15.77 — so every number in this column is the USGS one. The four river gauges are referenced to NGVD29; the Hackensack city gauge is the tidal one and its categories are MLLW, which is why it does not belong in the same column as the others.
There is no single worst flood in this county
Ask when Bergen's record flood was and the honest answer is that it depends which river you are standing next to. On the Ramapo at Mahwah and on the Hackensack at River Vale, the highest reading in the whole instrumented record is 28 August 2011 — Hurricane Irene. On Hohokus Brook and on the Saddle River at Upper Saddle River, it is 16 September 1999, Hurricane Floyd, and Irene does not come close on either.
The Mahwah series is the long one: 114 annual peaks going back to 1903, and 2011 stands above all of them at 15.77 feet and 18,300 cubic feet per second. River Vale's series starts in 1942, and its top two entries are seven hundredths of a foot apart — 12.26 feet on 28 August 2011 and 12.19 feet in the nor'easter of 16 April 2007. Eighty-four years of record, and the two worst floods in it are separated by less than an inch of water.
That matters practically rather than academically. A neighbor who tells you the worst it has ever been was 2011 may be right about their street and wrong about yours by a whole storm. Two Bergen households can both be describing the correct record and be describing different years.
What 14,477 claims say, and what they cannot say
One counting basis, stated once so the rest of this section reads cleanly: these are National Flood Insurance Program claims coded to Bergen County in FEMA's redacted claims file, 1978 to 2026, counted with the API's own row count rather than a single page of results. They cover insured buildings only. Bergen's residential take-up is 2.25 percent countywide, so the number of buildings in this county that have actually taken water is unknowable from this file and is very much larger than 14,477.
Of those claims, 12,235 closed with a payment, and about $432.4 million has been paid out on them. Four named storms account for a large share: Irene 3,140, Sandy 2,072, Floyd 1,757 and Ida 1,707. The worst single year is 2011, with 3,686 — one year out of nearly fifty holding a quarter of the county's whole claim record.
The cause-of-loss field is where the two-system split shows up in the data rather than in the geography. Adjusters coded 6,521 Bergen claims to accumulation of rainfall or snowmelt, 5,167 to stream, river or lake overflow, and 2,175 to tidal water overflow. Rainfall leads — which is to say that a great deal of Bergen's flooding is not a river leaving its banks at all, but water that fell faster than the ground and the drains could take it.
And the field that decides what the work looks like: 8,984 of the 14,477 claims are on a building recorded with a finished or unfinished basement or enclosure, and another 182 on a crawlspace or subgrade crawlspace. Only 679 are recorded as having neither. The field is blank on 4,632, so those four figures add to the county total exactly and the true basement share is at least the one shown, not at most.
Two Bergen boroughs where a flood policy cannot be bought at all
FEMA's Community Status Book lists 71 Bergen entries, which is one more than the county has municipalities. The extra is the New Jersey Meadowlands Commission, an NFIP community in its own right with its own Community Rating System class of 7 — a regional agency holding a floodplain credential the way a borough does, which is a genuinely unusual arrangement and a useful thing to know if your building sits inside the district.
Sixty-nine of the 71 take part in the program. The two that do not are Englewood Cliffs and Alpine, both recorded as sanctioned, both since September 1996 — two of only six sanctioned communities in the entire state. A sanctioned community is not a paperwork detail: federal flood insurance cannot be written on a property inside it, which means a homeowner there has no NFIP option to fall back on, whatever their carrier says about the rest of the policy.
At the other end, ten Bergen communities hold a Community Rating System class and seven of those earn an actual premium discount inside the mapped high-risk zone, because class 10 earns none. Ridgewood is the county's best at class 6 and a 20 percent discount; Rochelle Park and Oakland hold class 7 and 15 percent; Dumont holds class 9 and 5 percent. That discount is bought by the municipality's own floodplain work, not by the insurer, so if yours is not on the list the reason is at your municipal building.
All 71 entries sit on one effective flood map, dated 28 August 2019, so Bergen is mapped as a single county-wide product rather than town by town. As for cover: 4,203 of the 10,177 residential structures inside the mapped high-risk zone hold a policy, 41.3 percent, against 5,724 of 254,586 structures countywide — 2.25 percent. Most of Bergen's wet basements are in the other 97.75 percent.
Three houses in four here predate 1980
Bergen holds 369,613 housing units. 272,933 of them — 73.8 percent — went up before 1980, the fifth-highest share of any New Jersey county, and 71,411 date from 1939 or earlier. That is the number that changes what a tear-out costs in time rather than in money.
Pre-1978 paint and pre-1980 flooring both carry federal obligations that an emergency shortens but does not remove, and asbestos is licensed work in this state that we do not do ourselves. The statewide page sets out what each regime actually requires and where the emergency exception stops, because it is the same law in every county. What is Bergen-specific is simply how much of the housing it applies to: on these numbers, the default assumption on a Bergen basement should be that the material is old enough to matter, and the contractor should be the one raising it.
What working in our own county actually changes
Our shop and our crews are in Garfield, which is in this county, on its southern edge. We are not going to attach a number of minutes to that, here or anywhere — nobody here has measured it honestly and a figure we cannot stand behind is worth less to you than a straight answer on the phone. What being based inside the county does change is real but duller: the drying does not end on the first visit, somebody has to come back and re-check it, and coming back is easier from fifteen minutes away than from another county.
The second thing that is genuinely local is the water itself. On the upper Saddle, the Hohokus and the Ramapo, what comes in is fresh water moving fast, and the useful question is how long it sat and what it sat in. Down on the tidal Hackensack it can be brackish, it can have crossed ground before it reached the building, and whether that makes it grossly contaminated is a determination somebody has to make by inspecting the water rather than by reading the weather report. Ask for that determination in writing before anything is demolished, because it decides how much of the building leaves in a skip.
The third is scheduling around a river that is still rising. A basement on a flashy stream can be emptied and take water again that night if the crest has not passed, which is a reason to know your gauge's numbers and not only the forecast for your town. - Find your nearest gauge and read its impact statement once, in daylight, before you ever need it.
- A Ramapo or Saddle River reading and a Hackensack city reading are not on the same datum and cannot be compared.
- If your borough is Englewood Cliffs or Alpine, there is no NFIP policy available — check what your own carrier does and does not cover before you need to know.
- Photograph before anything moves, including the outside of the building, and keep wet contents somewhere an adjuster can still see them.
Common questions
The forecast says the river will hit a number of feet. Is that bad for me?
It depends entirely on which gauge the number came from, and the gauges here are not on a common scale. Hohokus Brook floods badly at 7 feet, the Saddle River at Upper Saddle River at 5.5, the Ramapo at Mahwah at 12, and the Hackensack at Hackensack city publishes its stages against a tidal datum that cannot be compared with any of them. Look up the impact statement for the gauge nearest you once, before you need it — the Weather Service lists what floods at each reading by street name.
Why does Bergen have so many flood claims for a county with no coastline?
Because it has two flood mechanisms rather than one, and a lot of finished basements underneath both. FEMA's adjusters coded 6,521 Bergen claims to rainfall or snowmelt accumulating, 5,167 to a stream or river leaving its banks and 2,175 to tidal water, and 8,984 of the 14,477 claims are on a building with a basement or enclosure. Rain that cannot drain and a river that rises in hours produce the same wet basement by different routes.
