The published flood history for this borough's gauge has a single line in it, and the real record is ninety times longer. Pumping, structural drying, mold remediation and then the carpentry, all of it by the people who took the readings.
There is a gauge in this borough on Pascack Brook — WSDN4 to the Weather Service, 01377500 to the US Geological Survey — and if you look up its flood history you will find one entry. One crest, 11.4 feet, September 1999. Nothing else. A reasonable person reading that page would conclude that this brook has done something serious exactly once in living memory.
The US Geological Survey has been recording an annual peak at that same station since 1934. There are ninety of them. Nine equal or exceed the 6.5 feet the Weather Service calls major flooding, and the second-largest, 8.69 feet in August 2011, is not on the published crest list at all. The two agencies do not even agree about the one flood they both describe: what the crest list prints as 11.4 feet, the survey's own peak series records as 12.22 feet and 9,630 cubic feet per second.
That gap is not a scandal and it is not anybody's fault — the two files are built for different purposes and the crest list is curated rather than exhaustive. But it is the single most useful thing to know about flood information in this borough, because the short list is the one that turns up first and it will quietly tell you that the brook is calmer than it is. Read the two records side by side and the shape of this brook appears. Thirty-five of the ninety annual peaks reach 5 feet, which is the Weather Service's minor flooding. Fourteen reach 6 feet, which is moderate. Nine reach or pass 6.5 feet, which is major. On a ninety-year record that is a major flood roughly once a decade, and a minor one better than one year in three.
The top of the series: 12.22 feet in September 1999, then 8.69 feet on 28 August 2011, then 7.57 feet in September 1971, then 7.42 feet and 2,980 cubic feet per second on 2 September 2021. Four floods in the top five, and three of them are inside the last twenty-seven years.
None of that is visible from the one-line crest list, and the practical consequence is specific. If you are trying to decide how much to spend making a below-grade room resilient rather than merely repaired, the number you want is not "the record flood" — it is how often this water has done something. On the long record it has done something major about nine times and something a homeowner would notice about thirty-five times. That is a repeat-event profile, and a repeat-event profile argues for different materials and a different equipment layout than a once-in-a-lifetime one does.
One practical note about the datum, and then this page will stop talking about the sources. Where the two disagree, the figures on this page are the US Geological Survey's, because that is the agency that operates the station and publishes the continuous series. The two gauge rows are not a contradiction to be resolved but two different documents. The Weather Service's crest list is a curated set of notable crests; the US Geological Survey's annual peak series records the highest reading in each water year whether or not anybody thought it notable. Where they print different values for the same event, every figure in this table is the survey's. Cause codes are counted individually against the borough total — FEMA's dictionary allows more than one code on a claim — so the three are not meant to add to 684.
The one statement it does publish sits below the action stage
Four categories govern this gauge: action at 4.5 feet, minor flooding at 5, moderate at 6, major at 6.5. Two feet of water separate "start paying attention" from "major", which is a narrow band and leaves very little time to act inside it.
The single impact statement it publishes is not inside that band at all. It is at 4 feet, half a foot below the action stage: "One foot of water on Washington avenue and Broadway impacting a few business on Broadway north of Lake street."
That is worth reading twice. The one height the Weather Service chose to describe for this gauge is a height at which no flood category has been declared. The brook is not in flood by the official definition, no watch or warning is keyed to that reading, and there is already a foot of water on a downtown street.
For anybody who owns a ground-floor commercial space or a building with a below-grade level near the town centre, that changes what you watch. A category is a threshold designed for public warning; it is not a description of your building. Here the description that exists sits underneath the lowest category, which means waiting for a flood warning before moving anything is waiting past the one reading anybody has written down.
Thirty-two properties bought, and not one raised
FEMA's record of every building the federal government has helped buy out, raise or floodproof holds 32 properties for this borough. All 32 are acquisitions: the house was bought and demolished and the land left open. Not a single Westwood property has been elevated.
That is a real choice rather than an accident, and it is worth understanding because it tells you what the answer to repeat flooding has been here. Elevation keeps a house on its lot and lifts the living space above a design flood elevation, giving up whatever sits underneath. Acquisition removes the building entirely and gives the ground back to the water, which changes what the neighbouring properties get on the next flood. One is a building decision, the other is a land decision, and this borough — and the county, where Westwood is second only to New Milford on this file — has gone the land route.
Its Community Rating System class points the same way. Westwood holds class 8 and the 10 percent premium discount inside the mapped high-risk zone that goes with it, and it is the only community in Bergen County at that class — one of just eleven in New Jersey, out of 109 that hold any class at all. That standing is earned by a municipality's own floodplain administration, which means somebody here has been doing the paperwork for a long time.
None of that helps the buildings still standing on the low ground, which is nearly all of them. For those, the repeat-event profile in the peak series is the planning input, and the decisions that follow it are made inside the building: what goes back on the lower walls, how high absorbent material is allowed to start, and whether the mechanical equipment can be lifted or moved when the wall is already open.
This borough floods from the brook, not from the rain
One more thing in the claim file is specific to Westwood and it decides how much warning you get. FEMA's adjusters coded 340 claims here to a stream, river or lake leaving its banks and 294 to rainfall or snowmelt simply accumulating. Across Bergen County as a whole the order is the other way round, and by a wide margin — rainfall leads there. Westwood is a brook town in a county that mostly is not.
That inversion is practical. Rain-driven flooding arrives with the rain and is over roughly when the rain is, and it comes into a building through the ground, through a window well or through a drain that cannot keep up. That is a rebuild question and the right moment to raise it is while we are standing in the room.
