Water Damage Restoration in Pompton Lakes, NJ

There are four National Weather Service river gauges inside this borough. That is more than any other town this site covers, and it sounds like an unusually well-watched three square miles until you look at what the four of them actually publish. Two — the Lakeside Avenue gauge and the Dawes Highway gauge — carry no flood categories, no impact statements and not a single recorded crest. A third, at the dam, has an action threshold and no minor, moderate or major category, and publishes exactly one sentence: "Automatic gate operations begin." That is a statement about machinery, not about your house.
Which leaves one working instrument, the Ramapo River gauge at Pompton Lakes, and its record is the thing worth knowing here. Eighteen crests. Nine of them — exactly half — were at or above the 14.5-foot reading the Weather Service calls major flooding. Not half of the bad ones. Half of every crest anybody has logged on this gauge.
The claim file is the same story in a different currency. 2,587 National Flood Insurance Program claims, 1978 to 2024, $55.3 million paid: second-largest of the sixteen Passaic County communities that have a file, and sixteenth of the 654 rated communities in New Jersey, in a borough of 4,317 housing units. What follows is what that means for a building here. Drying and when it counts as finished, contaminated water, mold, the rules that attach to older housing, permits, insurance and contracts are all identical wherever the building stands, and they live on the statewide water damage restoration page.

Five sentences from one gauge, and the confluence in the top one
The working gauge runs a four-step scale — action at 10 feet, minor flooding at 11.5, moderate at 13.5, major at 14.5 — and publishes five impact statements. Read from the bottom, at 10 feet: "Nuisance, low lying flooding, occurs near the dam in the Pompton Lakes." At 11.5: "South section of Pompton Lakes experiences flooding." At 12.5: "Several residences in Pompton Lakes, along Riveredge Drive, take on water." Those are quoted exactly as published, because a gauge statement paraphrased is a gauge statement invented.
The 12.5-foot sentence is the one to fix in your memory, because it is the first in the ladder that puts water inside a building, and it arrives a foot BELOW moderate flooding. Fourteen of the eighteen crests on record are at or above it. That is the practical shape of this place: the reading at which houses on the riverside streets start taking water is not an extreme reading on this gauge, it is an ordinary one.
At the top of the scale the wording changes character entirely. At 14.5 feet: "Major flooding with evacuations. Flooding worsened by the confluence of the Pompton River." That second clause is doing something no other statement in this basin does — it is the Weather Service telling you that the number on this gauge is not the whole answer, because the river it measures runs into another one just downstream and the meeting of the two backs water up into the borough. A reading is being qualified by a piece of geography, in the published text, at the reading where evacuations start.
One standing note belongs with every number off this gauge, and the Weather Service attaches it itself: "Gauge reading affected by reservoir operations." The reading is real and it is not purely a measure of how much rain fell upstream.
More published sentences about this borough come from Wanaque than from here
Match every impact statement published by all 221 gauges in the cached New Jersey-area set against the name of this borough and you get nine. Three are on the borough's own working gauge. One is on the Pompton River gauge over in Morris County. FIVE are on the Wanaque River gauge, three and a half miles upstream in the next municipality — an instrument with no connection to this borough's address except that the water passes it first.
Two of those five are worth having in front of you, because they describe the north end of the borough in more detail than anything published locally. At 10 feet: "Flooding expands in Pompton Lakes. Roads between Hershfield Park Place and Riverdale Road flood. Residences are flooded, mainly basements." At 11 feet: "Flooding expands in Pompton Lakes. Flooding increases between Hershfield Park Place. Riverdale Road floods. First floor residential flooding occurs." The three lower statements on that same gauge — at 9, 8 and 7 feet — name Wanaque's own landmarks first and are quoted on that borough's page.
Now the honest reading of those two numbers, because it cuts the other way from the working gauge. That Wanaque gauge keeps 31 crests going back to April 1924, and in a hundred years of record the 10-foot reading has been reached exactly once — 10.82 feet, on 5 April 1984. The 11-foot reading has never been reached at all. So the two sentences that describe basement flooding and then first-floor flooding on the Hershfield Park Place and Riverdale Road blocks describe a height reached once in a century and a height not yet recorded.
That is not a reason to dismiss them. It is a reason to know which of the two gauges governs your street, because the answer changes what an ordinary storm means to you by an enormous margin. On the Ramapo gauge, the reading at which houses take water has been reached in fourteen of eighteen crests. On the Wanaque gauge, the equivalent reading has been reached once since 1924. Both instruments are in service, both describe this borough, and they are not telling you the same thing about risk.
Two limits apply to all seven sentences. They describe named streets and a named park, not any particular address, and the distance and elevation between a street and your foundation is not in the data — FEMA's Map Service Center is where an address question gets answered. And a street named in none of them has not been declared dry: these statements are written from what somebody reported at a given reading, so a street nobody reported is simply a street nobody reported.
1984, and the thirty-five houses that were raised instead of bought
Everyone in this borough knows about 2011. The year almost nobody names is 1984, and it is the second-worst year on the claim file by a wide margin: 360 claims, against 775 in 2011 and 286 in 2010. The working gauge's second-highest crest is that same flood, 21.6 feet on 5 April 1984, and the gauge upstream in Wanaque set its hundred-year record on that date too. One April flood, forty-two years ago, still sitting second on every instrument that measures this place.
It matters for one practical reason. If your building has been here since the early eighties, its flood history probably has a chapter in it that predates anybody's memory of Irene, and the useful question at an estimate is not when the last flood was but how many there have been. The claim file counts insured losses rather than buildings, so a house that flooded in 1984, 1999, 2007, 2010 and 2011 appears five times in those 2,587 rows — which is exactly the pattern that changes what is worth rebuilding and how.
The public response here looks different from the rest of this basin, and the difference is instructive. FEMA's mitigation file holds 114 Pompton Lakes properties: 67 bought and demolished, 12 with the action unstated, and 35 RAISED. Thirty-five elevations is the highest count of any town in this batch, and the contrast worth drawing is with the township next door — Wayne's programme of 1,366 properties contains no elevations at all, only acquisitions. Two neighbouring municipalities on the same river system, and two different answers to the same question.
The borough also holds a Community Rating System class 5, a 25 percent discount on federal flood-insurance premiums inside the mapped high-risk zone. Three counting notes. The claim file records insured LOSSES rather than buildings, so a house flooded in 1984, 1999, 2007, 2010 and 2011 appears five times and a building with no flood policy never appears at all — 2,587 is not a count of how many buildings here have taken water, and the real number is larger. The nine statements counted in the second-to-last row are those that name this borough in so many words; two more on the working gauge describe it without naming it — the confluence statement at 14.5 feet and a Hamburg Turnpike closure at 13.5 — and they are excluded from the count so the Wanaque comparison is not read as sharper than it is. And cause-of-damage codes are counted individually and stated against the borough total, never as a partition, because FEMA's own dictionary allows more than one code on a claim.
Seven hundred finished basements, and the arithmetic that follows
One number on this page changes the work more than any other, and it is not a gauge reading. Of the 1,437 Pompton Lakes claims that record a basement code, 711 are on a FINISHED basement — more than the 697 unfinished. That is the reverse of the pattern in the larger files upstream and downstream of here, and it is the expensive direction to be wrong in.
An unfinished basement that floods is a cleanup. A finished basement that floods is a demolition followed by a rebuild, and if the flooding repeats it is that same demolition and rebuild again. So on a repeat-flood block here the honest conversation at the estimate is not about materials or about scheduling; it is about whether the lower level goes back the way it was.
The questions worth answering once, with the wall already open, rather than three times: at what height does the finished surface stop being written off — and the published record hands you one, because the 12.5-foot statement about Riveredge Drive has been reached in fourteen of eighteen crests. Below that height, is the material one that survives a soaking and a drying rather than one that has to come out again? Can the furnace, the water heater and the panel be raised above the height the water has actually reached, and if not, what is the plan for when they are submerged again? Where does the laundry go?
The age of the stock is the one thing that is simpler here than in most of this county. 79.1 percent of the borough's housing predates 1980, but only 390 units — 9.0 percent — date from 1939 or earlier, which is a low prewar share for Passaic County. The pre-1978 paint and pre-1980 flooring questions still arise on a 1950s or 1960s house and what the law requires before that material is disturbed is identical in every New Jersey municipality; it is set out in full on the hub. Get a written estimate before anything is opened, and if the water came up through a drain or across the ground rather than out of a pipe, say so when you call. Watch the Ramapo River gauge at Pompton Lakes, because it is the only one of the four that publishes a flood scale and impact statements. The other three are not much use to a homeowner: two publish no categories, no statements and no crest record at all, and the one at the dam has a single sentence about automatic gate operations. On the working gauge the reading to know is 12.5 feet, where the published statement reads "Several residences in Pompton Lakes, along Riveredge Drive, take on water" — and fourteen of the eighteen crests on record have been at or above it, so that is not an unusual height here. Major flooding with evacuations is 14.5 feet, and nine of those eighteen crests reached it. If you are at the north end, near Hershfield Park Place or Riverdale Road, the gauge that describes your blocks is actually the one upstream in Wanaque, where the equivalent reading has been reached once since 1924 — worth knowing, because the two instruments imply very different things about how often. One limit on all of it: these are statements about named streets, not about your address, and FEMA's Map Service Center is where an address question gets answered.
