The Wanaque River gauge publishes seven impact statements — a river reading and a plain description of what is under water at that height. Read them from the bottom up and the first thing you notice is that almost nothing in them is a building. Open adjacent land. Wilderness Island Park. John E. Murrin Park. Hershfield Park and its athletic fields. Parking lots. Carlough Field. Back Beach Park, first beginning to flood, then its athletic fields, then completely submerged. Five named parks and a stretch of open ground before the text mentions a single structure.

The one clause in the entire published record that says buildings here take water arrives at nine feet, which the Weather Service calls major flooding on this gauge, and it is eight words long. That is the whole official warning about property in this borough.

Five, six, seven, eight, nine feet — and where the parks stop

The gauge runs a four-step scale: action at 5 feet, minor flooding at 6, moderate at 8, major at 9. Four feet of river separates the first rung from the last, which is a short ladder and tells you something on its own about how quickly this stream changes what it is doing.

The bottom two rungs, at 5 and 6 feet, name only open land, four parks, a set of athletic fields and some parking lots. No municipality appears in either of them; no building does either. Then the text starts naming this borough. At 7 feet: "Back Beach Park in Wanaque begins to flood. The light industrial area off of Lakeside Avenue in Pompton Lakes floods. VFW Way in Pompton Lakes begins to flood. Backyards flood on Henderson Court and Hill Court in Pompton Lakes."

At 8 feet, where moderate flooding begins: "The athletic fields at Back Beach Park in Wanaque flood. Flooding expands across the light industrial area off of Lakeside Avenue in Pompton Lakes. Flooding also expands across VFW Way in Pompton Lakes. Backyard flooding worsens on Henderson Court and Hill Court in Pompton Lakes. Basement flooding is possible."

And at 9 feet, major flooding: "Back Beach Park in Wanaque is completely submerged. 4th Avenue is Wanaque takes on water. Flooding in Pompton Lakes expands between Wanaque Avenue and the Paterson Hamburg Turnpike. Industry and residential homes are flooded." All three are quoted exactly as published, including the Weather Service's own "4th Avenue is Wanaque", because a gauge statement paraphrased is a gauge statement invented.

Read the three in sequence and the progression is precise, and precisely limited. A park begins to flood. The playing fields inside that park flood. The park is completely submerged, one street takes on water, and only then — in the last four words of the highest statement that names this borough — do homes appear. Between eight and nine feet the published text moves from "basement flooding is possible" to buildings being flooded, and it names one Wanaque street in the process.

There are two more statements above these, at 10 and 11 feet, and they are worth knowing about even though neither mentions this borough: both are about Pompton Lakes downstream, and they are quoted on that borough's page. The structure is unusual and worth stating plainly — this gauge's ladder extends two full rungs ABOVE its own major flood category, and both of those rungs are about somewhere else.

A hundred years of readings, and how often the text has actually applied

This gauge keeps an unusually long crest list: 31 entries, the earliest dated 7 April 1924. That is a century of record on a small river, and it is what makes the three statements above measurable rather than hypothetical.

The 7-foot reading — Back Beach Park beginning to flood — has been reached in 14 of those 31 crests, which is a little under half. The 8-foot reading, with the playing fields under and basement flooding possible, has been reached 5 times in a hundred years. The 9-foot reading, the one with the clause about homes, has been reached TWICE: 9.12 feet on 31 March 1951, and 10.82 feet on 5 April 1984.

That 1984 crest is the record, and it is the only one in the whole series above the 10-foot statement. It is also the answer to a question people in this borough ask, because the storm most remembered here is a different one: Hurricane Irene, on 29 August 2011, crested at 7.88 feet — sixth in the series, below 1951, below 1968, below the March 2011 crest six months earlier, and below April 1924. Irene was not this river's biggest day. April 1984 was, by nearly three feet, and it is still the only occasion on which this gauge has gone past the reading whose statement mentions homes.

The claim file lines up with that in its own quiet way. 51 claims across forty-five years, and no year with more than ten of them: 2011 with 10, 2005 with 9, 1999 with 8, then 2023, 2007 and 1984 with 3 each. Hurricane Floyd produced 8 claims here and "Torrential rain" another 8. Hurricane Ida produced NONE, and neither did Hurricane Sandy — which on a file this small is worth stating, because two of the storms that define flooding for most of New Jersey did nothing measurable in this borough at all.

One standing note applies to every reading off this gauge, and the Weather Service attaches it itself: "Gauge reading affected by reservoir operations." The number is real and it is not purely a measure of how much rain fell upstream.

The borough's other gauge exists to tell you that something is not a flood

There is a second Weather Service gauge in Wanaque, and it is easy to miss because it does not measure a river stage at all. It is listed as "Wanaque River at Wanaque Reservoir elevation", it publishes no minor, moderate or major flood category, it has no crest record, and its single threshold is 302.4 — feet of reservoir pool elevation, not feet of water in a channel.

It publishes exactly one impact statement, and the statement is a piece of public reassurance rather than a warning: "The level at which the reservoir begins to spill. A spillway is located at the top of the reservoir pool. It's a structure used to provide a controlled release of water when reservoirs are at or near capacity. Spilling can occur for weeks or months and does not cause flooding below the dam."

It is quoted whole, and the last clause is the reason. A reservoir visibly spilling over a dam above your town looks alarming, it can carry on for weeks, and the instrument that watches it exists partly to say that the thing you are looking at is not the thing that floods you. Worth knowing in a borough where the reservoir is the most visible piece of water for miles. What floods buildings here, on the evidence of both the claim file and the river gauge's own text, is rain landing on the valley: 31 of the 51 claims are coded to rainfall or snowmelt accumulating, against 13 coded to a river, stream or lake leaving its banks.

Two honest limits on the whole picture. The three statements above describe a park, a street and a category of building near the river, not any particular address — the distance and the elevation between Back Beach Park and your foundation is not in the data, and FEMA's Map Service Center is where an address question gets answered. And a street named in none of the seven has not been declared dry: these statements are written from what somebody reported at a given reading, and on a river with 51 insured losses in forty-five years there is not much to report from.

Three notes on how to read this. The claim file records insured LOSSES rather than buildings, and this borough insures very few of either — so 51 is a count of policies that paid out, not of buildings that have taken water, and the second number is larger. The basement denominator is 31 rows of 51 and no percentage is computed off it, because a share taken from fewer than two thirds of a 51-row file is not a statement about the borough. And the river gauge's categories, all seven of its impact statements and all 31 of its crests come from one National Water Prediction Service record read in a single pass, so the absence of any sentence about a Wanaque building below nine feet is an absence in the published record rather than a gap in what was retrieved.

Postwar houses, finished basements, and a file with no buyouts in it

The housing here is younger than most of this county: 67.4 percent of the borough's 4,450 units predate 1980 and 973 of them — 21.9 percent — date from 1939 or earlier. Only Wayne, among the Passaic towns on this site, has a lower pre-1980 share. What is specific here is the below-grade space. Of the 31 claims that record a basement code, 18 are on a FINISHED basement — more than the 11 unfinished. That is a small denominator and no percentage is worth quoting off it, but the direction is the expensive one, because an unfinished basement that floods is a cleanup and a finished one is a demolition followed by a rebuild. On a river whose published text says "basement flooding is possible" at eight feet and has reached eight feet five times in a century, that is a decision worth making once rather than repeatedly.

The questions worth answering with the wall already open are the same ones anywhere, and the published record gives you heights to reason from here rather than a guess. Where does the finished surface have to begin before the water stops reaching it? Should the wall under that height be built in something that takes a soaking and dries out, rather than something that gets cut away again? Can the furnace, the water heater and the panel be raised above the height the water has actually reached — and on this river that height is documented, because the record crest of April 1984 is the only one in a century above the reading whose statement mentions homes at all?

    Not because of that, on the Weather Service's own account. There are two gauges in this borough and they measure different things.
