Water Damage Restoration in Somerville, NJ
Apartment buildings, shops and offices, not detached houses: only a quarter of this borough's flood record is on a single-family home. Extraction and structural drying first, then remediation, then the reconstruction, and nobody new arrives to finish it.
Somerville has 206 National Flood Insurance Program claims on record, which is a small file by the standards of this county — ninth of the twenty-one Somerset communities that have one. By money paid it is third, at $15.8 million, behind only Manville and Bound Brook, both of which have more than eight times as many claims.
The explanation is in a column of FEMA's data almost nobody reads: what kind of building each claim was on. Sixty-three of this borough's 206 claims — 30.6 percent — are on a residential building of five units or more. Of the 208 New Jersey communities with 100 or more flood claims, only one has a higher share. Seventy-nine more are on a non-residential building. Twelve are on a two-to-four-unit building. That leaves 52 claims, one in four, on a single-family house.
This is the county seat, and its flood record reads like one: apartment buildings, shops, offices and public buildings around a downtown, rather than a street of detached houses with wet cellars. That changes almost everything about how the work is organised, which is the substance of this page. When the flooded basement is under twelve apartments
Start with what that occupancy split actually means on the ground. A five-unit-or-larger residential building has one basement, one boiler, one water heater, one electrical service and one laundry, and they are shared. When that basement floods, the loss is not one household's; it is everybody's, at once, and none of them individually decides what happens next.
The first practical consequence is that the drying schedule and the heat schedule are the same schedule. Equipment that has been submerged is assessed on its own merits and generally replaced rather than dried and put back into service, and in a building like this that single decision governs when a dozen apartments get hot water again. That makes it the item worth settling first and worth having in writing, ahead of anything cosmetic.
The second is access. Drying a shared basement means running equipment, containment and power in a space that is also the route to everybody's storage and everybody's laundry, in a building where people are still living upstairs. It has to be planned rather than improvised, and the plan has to survive a fortnight.
The third is who signs. In a multi-unit residential building or a commercial block the person who finds the water, the person who owns the building and the person who will authorise the scope are frequently three different people, and the building's own structure — owner, managing agent, tenant, sometimes a lender — decides which of them can say yes to what. Establishing that on the first call is not bureaucracy; it is the difference between starting the drying on day one and starting it on day four, and on wet material those three days are the whole ball game.
And on the 79 non-residential claims, the ground floor is somebody's trade. The realistic version is that the work gets sequenced around opening hours where it can be and is honest about where it cannot, and that the scope says plainly which rooms are out of use and for roughly how long. What we will not do is pretend that a structure dries faster because a shop needs it to.

The brook has a gauge. It publishes no flood stage at all
Peters Brook runs through this borough and there is a Weather Service gauge on it — SMVN4, US Geological Survey station 01400360, "Peters Brook at Somerville". It is switched on.
It publishes no flood categories. Not a major stage, not a moderate stage, not a minor stage, not even an action stage: all four are undefined. It publishes no impact statements. What it has is five crests — 13.97 feet on 16 September 1999, then 9.54 feet in October 1996, 9.29 feet in October 2005, 9.08 feet in January 1994 and 8.55 feet in April 2014 — and nothing recorded in the eleven years since. The 1999 crest is more than four feet clear of everything else on the list, and 1999 is the second-worst year on this borough's claim file, with 45 claims from Hurricane Floyd.
So a forecast reading on this instrument cannot be placed on any scale, because there is no scale. It can only be compared with those five numbers.
The gauge that does name this borough's streets is in the next borough. The Raritan River gauge at Manville publishes nine impact statements, and three of them mention Somerville — at 13 feet, at 17 feet and at 19 feet. The highest of the three reads: "South Bridge Street in Somerville is closed." and, further down the same statement, "Old York Road and Robert Street floods. Old York Road and Park Drive floods." That statement, like several others on that gauge, also carries a published warning that the reading on the Raritan is not the whole answer, because the Millstone feeds the same reach; what that caveat says and why it matters is set out on our Manville page rather than repeated here.
The useful conclusion is narrow and worth stating anyway. There is no number to watch on Peters Brook. There is a number to watch on the Raritan at Manville, and if South Bridge Street matters to getting to your building, 19 feet on that gauge is the reading that closes it.
Forty-two properties, and this borough did both things
FEMA's mitigated-properties file holds 42 properties for this borough — 32 elevations, nine acquisitions and demolitions, and one where the action is not stated. Thirty-nine were single-family houses, one was a two-to-four-family building and one was a non-residential public building. Thirty-one came through the Hazard Mitigation Grant Program and eleven through Flood Mitigation Assistance, across program years from 1997 all the way to 2020.
Two things about that are worth pulling out. The first is that this borough did both things — raised buildings and bought them — where most municipalities in this state have done one or the other. The second is the span. Twenty-three years of grant rounds is a sustained programme rather than a reaction to one storm, and it is unusual for a file of only 206 claims to sit alongside 42 mitigated properties.
Against that sits a blank, and it is the same blank Middlesex borough carries. No Community Rating System class is held here at all. That programme grades a municipality's own floodplain administration and pays the grade back as a discount on flood insurance premiums inside the mapped high-risk zone; six Somerset County municipalities hold a class and every one of the six earns a real discount, but this is not one of them. The flood map in force here carries an effective date of 28 September 2007.

How the occupancy ranking was made. Every New Jersey row of FEMA's claims file was grouped by rated community number rather than by name, giving 654 numbered communities, and the comparison set is the 208 with 100 or more claims — the same threshold used for the non-residential column on our Kearny and Hawthorne pages, so that the three rankings are computed on one set. Occupancy codes come in two vintages because FEMA renumbered them for Risk Rating 2.0, so five-or-more-unit residential here is codes 3 and 13 added together and non-residential is 4, 6 and 18. Some claims carry more than one cause code, so each cause count stands by itself and none of them is added to another. And a claim is an insured loss rather than a property, so an apartment building flooded three times sits on this file three times.
An old downtown, and what that puts in the way
Three quarters of the housing in this borough was built before 1980 and a quarter of it in 1939 or earlier, and the commercial stock around the county buildings is older still. That puts most of what gets opened up here on the wrong side of both the federal lead-paint line and the years when asbestos was still routinely laid into flooring, mastic and pipe insulation. Those obligations are identical in every New Jersey municipality and are written out in full on the hub. What is particular here is how often they apply, and where: in a building of this age the pipe runs and the boiler-room lagging in a shared basement are the classic place a job stops being a two-day job.
The second thing an old downtown puts in the way is the party wall. Buildings on a commercial street share them, and water at the base of a shared wall goes into the cavity on both sides. A unit or a shop that stayed dry can have a wet wall, and the readings that decide when drying is finished have to be taken on both sides of it or they are not measuring the assembly at all. That means a conversation with the building next door, and it is much better had on the first day than on the tenth.
The third is that a shared basement is rarely a tidy empty room. It is storage for a dozen households or a stock room for a shop, and what is in it has to be triaged, moved or disposed of before the space can be dried properly. That work is genuinely part of the job rather than a preliminary to it, and it is the part most often left out of a quick estimate.
After that the sequence is the ordinary one and it does not bend for anybody. Get the water out. Get out what cannot be cleaned and dried to a documented standard — and on brook water, which has run across ground before it arrived, that determination is made by inspecting the water and the materials rather than by reading a forecast. Open enough of the assembly that air can reach the wet part, because a stud cavity does not dry through intact drywall. Dry until the readings stop moving, then go back and check they stayed there. Remediate what grew in the meantime. Then rebuild, with the same company that did the drying, against a written scope you have read before anything is ordered.

Our building has twelve apartments and the basement took water. Who decides what happens?
Whoever owns the building or manages it for the owner, and settling that on the first call is the single most useful thing anybody can do. In a residential building of five units or more — which is 63 of this borough's 206 flood claims, the second-highest such share of the 208 New Jersey communities with 100 or more claims — the person who finds the water is usually a resident, the person who authorises a scope is usually an owner or a managing agent, and they are not the same person. Meanwhile the basement holds one boiler, one water heater, one service and everybody's storage, so the decision about submerged equipment governs when the whole building has heat and hot water rather than just one flat. What we can do immediately without anybody's signature is stop it getting worse: extract standing water, get air moving and take the first set of readings. What needs a decision is demolition and replacement, and that is worth putting in writing before it starts. Whatever your insurer does with the claim afterwards is between you and them.
