Nutley is a tightly-knit Essex County township — mostly 1920s-1950s Tudor, Colonial, and Cape Cod housing, with strong original-character preservation and active small-shop retail along Franklin Avenue.

Nutley is small, packed and finished building — about 30,000 people inside 3.4 square miles — and the age of what got built explains nearly every call. Of roughly 12,250 dwelling units, some 31 percent predate 1940 and close to two-thirds were framed before 1960. On the older blocks that reads as wood double-hungs; on the 1920s and 1930s Tudors it reads as casement sash; and across the postwar Capes and ranches it reads as original sash nobody ever replaced, only covered over with triple-track aluminum storms. Six miles separate Nutley from our bench in Garfield, which is why a broken pane here gets boarded the same afternoon.
Preservation rules in this township are real and unusually narrow. Ordinance 3361 re-adopted Chapter 410 in full after the public hearing of August 15, 2017, and that chapter lets the Historic Preservation Committee rule on Certificates of Appropriateness — but only where a property has been designated a municipal Historic Landmark, and Section 410-4.1 permits that designation "only if the property owner consents." The result is a very short and very specific list. When the Planning Board voted on July 6, 2022 to add a circa-1842 house on Passaic Avenue and the Venetian-glass United Nations mosaic in Memorial Park, it brought the township total to nine. The rest are Kingsland Manor on Kingsland Street, the Van Riper House on River Road, the Vreeland Homestead on Chestnut Street, the old Church Street School at 65 Church Street, the Ruth Bedford House on Highland Lane, the Essex Film Club on Harrison Street, and a house on Vreeland Street. The Enclosure Historic District, on Enclosure and Calico Lane, is a separate matter: it joined the National Register on December 31, 1974, which is a listing and not a municipal design review.
The 116-acre campus off Kingsland Street that straddles the Nutley–Clifton line has stopped being a pharmaceutical plant. Hoffmann-La Roche announced the shutdown in June 2012 and wound operations down through 2013; Prism Capital Partners bought the site in July 2016 and rebuilt it as ON3, which now houses the Hackensack Meridian School of Medicine and its Center for Discovery and Innovation, Eisai's US headquarters, Ralph Lauren, Quest Diagnostics and Seton Hall's college of nursing and health sciences. Nutley is also more of a landlord town than its reputation suggests, and the Franklin Avenue downtown around the Park Oval carries apartments above the storefronts.

Two forces set the year here: water and thermal cycling. The Third River runs the whole length of the township, through Memorial Park and the county's Yanticaw Park, before emptying into the Passaic at the edge of town — which puts Nutley at the bottom of that watershed, and is why it joined a regional flood-mitigation committee in 2025 alongside Belleville, Bloomfield, Glen Ridge, Montclair, Orange and East Orange. Ida, in September 2021, left the township reporting about 100 homes with flooding, nearly all of it in basements. By May 2025 officials were crediting a new valve-and-floodgate system at Memorial Park's "Mud Hole" — capable of drawing off up to two million gallons and dropping the pond roughly three and a half feet — with keeping storm water off the streets. On our end that surfaces as late-summer calls about basement and garden-level glass on the river blocks. Winter supplies the rest. Repeated freezing and thawing fatigues an insulated-glass seal across its 15-to-25-year life, swells old wood sash until it binds in the jamb, and corrodes steel casement frames until the crank will no longer pull them tight. Water on the room side of the glass is warm indoor air meeting a cold pane. A grey bloom sealed inside the air gap, where no cloth can reach it, is a failed seal — and that is a glass job, not a window job.

What's the right moment to do windows in a Nutley rental?

Only that sealed unit has gone, so your sash and frame never leave the opening: we take the numbers off the existing sash at the visit, and the replacement comes back built to them in 2 to 5 business days. Putting it in is thirty minutes' work. Nutley is a short run from the shop, so the measuring visit is usually same-day, and an outright broken pane gets covered before dark.
My house is from the 1920s — is there a landmark review or a permit I need before windows?
For the overwhelming majority of houses in Nutley, neither. Even on those nine, the ordinance carves out storm windows and doors outright, along with any repair or replacement of existing windows and exterior doors that leaves the design, profile, dimension, scale and appearance alone — so like-for-like is exempt, and it is a change in the look that pulls you into review. Sitting inside the National Register's Enclosure Historic District, on Enclosure and Calico Lane, does not by itself put you under township design review either. The permit side runs the same direction: under the state's ordinary-maintenance rule at N.J.A.C. 5:23-2.7, swapping the glass, or setting a new window or door into an existing opening without touching that opening's dimensions or framing, counts as ordinary maintenance and carries no construction permit.
