Two locally designated districts carry the regulated work here, and the borough's own historic-preservation application names them on its first line: Broad Street and Washington Street. The Broad Street district is the downtown commercial core, rebuilt almost entirely in brick after the November 3, 1882 blaze destroyed dozens of businesses and homes — the borough's own history puts it plainly, the entire business community was rebuilt in brick as it stands today. That is why the retail strip reads as masonry with tall upper-story sash sitting above street-level storefront glass, two very different glazing problems in one building. Just east of Broad is the Washington Street district, the oldest residential fabric in the borough, on and around the Washington, Spring, Wallace, Mechanic and Mount street blocks where Red Bank's business owners built their homes from the mid-1800s.
The commission has existed since 2009, but council only gave it enforceable review power with Ordinance No. 2024-03 in February 2024. Now any exterior change to a property in either district goes to the borough first — the application form carries its own scope-of-work checkboxes for Window(s) and Exterior Door(s) — and the administrative officer decides whether it can be handled by the Minor Work Review Committee or needs a full hearing before the commission. Interior changes, and work that strictly meets the borough's ordinary maintenance and repair standard, are exempt. Most Red Bank addresses fall outside both districts — the West Side along the Shrewsbury Avenue corridor, the older residential blocks west of the rail line, the newer townhouse infill — and carry no historic review at all. Either way, plan on two booked visits: down from Garfield to measure, back to the shop to build, then out again to install. Nobody gets a same-day truck in Monmouth County.

Red Bank's seasonal trouble comes off the water. The Navesink here is a brackish tidal estuary, and NOAA's Red Bank gauge puts the mean tide range at about three and a half feet, twice a day — so the riverfront blocks behind Front Street, around Marine Park and the Irwin Marine and Monmouth Boat Club slips at either end of it, carry a steady light salt load. It is enough to seize sliding-door rollers and dull ordinary hardware finishes, which is why we steer corrosion-resistant hardware toward those elevations. Storms are the pressure test: Irene in 2011 and Sandy in 2012 both put the river up over the Marine Park shoreline, and Sandy's damage is why the borough rebuilt the park through 2024-2026 with backflow check valves on the outfalls to cut tidal flooding. The same wind-driven rain finds tired glazing putty and failed perimeter caulk on the downtown storefronts first. Then winter's freeze-thaw cycling does the slow work, shortening the 15-25 years a sealed edge is good for. Plain condensation on the room side of cold glass is a separate, milder story — that one wipes away.

We're on the Navesink near Marine Park — does the river affect our windows and doors?
In two separate ways, and neither is the same as an oceanfront exposure. The Navesink at Red Bank is a brackish tidal river, not open Atlantic, so you get constant light salt in the air rather than direct spray. It shows up in hardware first — sticky patio-door rollers, corroding latches — and corrosion-resistant hardware plus periodically rinsing the tracks handles most of it. Storm surge is the other issue: Irene and Sandy both flooded the Marine Park shoreline and the slips around it, so after a bad blow it is worth checking ground-floor frames and sills for swelling and failed seals even where no glass actually broke.
Does the borough have to sign off before I change windows on my house?
Only if your address sits in one of the two designated districts — Broad Street downtown or the Washington Street blocks just east of it — or is an individually designated historic site. There, exterior work goes on the borough's historic-preservation application, which lists Window(s) and Exterior Door(s) as their own scope-of-work items; the administrative officer then routes it either to the Minor Work Review Committee or to a full hearing before the Historic Preservation Commission, which meets the third Wednesday of the month at 7 p.m. at Borough Hall, 90 Monmouth Street. Interior changes and work that strictly meets the borough's ordinary maintenance and repair standard are exempt. Can you re-glass a fogged window without pulling it out of the wall?
That is exactly the repair. Haze you cannot wipe off either surface is a spent edge seal, ordinary at 15 to 25 years of age. The original window stays in place and only the sealed glass is exchanged — in the Washington Street district that matters, because leaving the historic sash in the opening is what keeps the job simple. Dimensions on a single measure trip, 2-5 business days back at the Garfield shop, then about half an hour to set each unit.
